- Description:RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY ISAVAILABLE ONLY TO CALIFORNIA STATE UNIVERSITY @ MONTEREY BAY (CSUMB) to provide a CommonOperating Picture (COP) for integration and visualization of wildfire geospatial datalayers. The W-CDE allows real-time integration and merging of orbital, airborne, andin-situ geospatial data in a COTS visualization environment (GoogleEarth). The W-CDE isbeing adapted and integrated by the USFS Remote Sensing Applications Center and theNational Interagency Fire Center as an operational tool. The W-CDE has been used at theMulti-Agency Coordination Centers (MACC) level (2008 NoCA Firestorms), EmergencyOperations Centers (EOCs) at the State (California) and County-levels (San Diego Co.,Orange Co., Riverside Co., California) and at numerous individual Incident CommandCenters (ICC).This effort will be performed at NASA Ames Research Center (ARC), MoffettField, CA, authorized under the American Recovery and Reinvestment Act of 2009. NASA ARC intends to issue a cooperative agreement entitled "Integration of NASA EarthScience Information into a Wildfire Collaborative Decision Environment (W-CDE)" toenhance and transition NASA airborne fire observation capabilities to assist emergencysupport entities in managing wildland fires that threaten lives and property.Theproposal was previously submitted, in response to a NASA Research Announcement (NRA)NNH08ZDA001N, Research Opportunities in Space and Earth Science (ROSES-2008), ProgramElement A.18, Decision Support through Earth Science Research Results.However, at thetime of initial selection of the ROSES-2008 proposal, budget constraints limited thenumber of recommended proposals that NASA could fund. The use of American Recovery andReinvestment Act fundsnow enables NASA to fund this cooperative agreement.The project will re-establish the information and systems infrastructure required tobring NASA instruments, observations, scientific, and technical expertise to bear onwildfire management needs in the State of California and with federal partners. Coordinating with NASA, USFS, and CALFIRE, CSUMB will make infrared observations overCalifornia and other western states wildfires using the NASA Ikhaha Unmanned AircraftSystem.Oral communications are not acceptable in response to this notice.This announcement will not result in a Request for Proposal; this announcement is forinformational purposes only.
