- Justification for OFOC Award Document - GSA 300 The delivery order requires BHS to repair the vehicle barrier and operational parts locted on the upper level parking entrance ramp. The delivery order shall require BHS to furnish all materials and labor necessary for the performance of this order. Estimated value of project is $13,986.63 The procurment action is being taken to remedy building security issues that exist. The Minton-Capehart Federal Building is required to have operational vehicle barriers to prevent unwanted vehicles from entering the parking deck. The inoperable barrier causes a major security risk at this location. Expiditing this project is necessary to increase the safety and wellbeing of the Federal Building, tenants, public and contractors. A competitively awarded contract is not feasible due to the length of time it will take to post a solicitation, review and/or negotiate a contract, and wait for Security Clearances. Additionally, BHS is currently responsible for Iperations and Maintenance of this facility. It has been experienced that working directly with the O&M contractor in a facility provides a greater value to the Government and tax payer for several reasons, such as they are immediately available to begin the work, the risk of not performing or defaulting has been greatly minimized, and the O&M contractor is respinsible for the efficient operation of the building. A Government Cost Estimate has been prepared by the Service Center Property Management Team.
