Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13) with Thermo Electron North America LLC, 1400 Northpoint Parkway Ste 50, West Palm Beach, FL 33407-1976, as the only source that can provide the Thermo Electron Inc. LTQ Velos Dual-Pressure Linear Ion Trap/ HESI II bundle. The instrument technical requirements include the edibility to: •Perform MSn (Mass Spectrometry) experiments for n= 1 through 10 (standard) •Support both static and dynamic nanospray experiments with interchangeable probe design •Have/maintain two detectors in the detection system •Have/maintain an off-axis continuous dynode electron multiplier with extended dynamic range, capable of detecting both positive and negative ions •Perform Pulsed Q-collision induced Dissociation (PQD) fragmentation and multiple activation steps in the same Mass Spectrometry (MS) scan •Perform Electron-Transfer Dissociation (ETD) fragmentation •Have/maintain automated software that determines whether to use Collision-Induced Dissociation (CID) or ETD based on the charge state and mass of the precursor ion •The ability to acquire and display full scan, selected ion monitoring, full scan MS/MS, and selected reaction monitoring. •The ability to ZoomScan capability for high resolution scan to resolve isotopic envelopes, of ions of at least 5+ charge state from 50-2000 Da at a scan speed of 2200 Da/sec •Have Turboscan capability for ultra-fast scan to improve signal-to-noise and sampling rate of 125,000 Da/s •Have UltraZoomScan capability for ultra-high resolution slow scanning for resolutions up to 20,000 •The ability to automatically control ion injection time for optimized ion current across the entire chromatographic peak •The ability to temporarily exclude an ion while allowing acquisition of MS/MS or MSn spectra. The system uses a dual pressure with MSn capability and ETD function to allow a better mapping of digested peptides with the theoretical peptide map. In addition, it provides TurboScan capability for ultra-fast scan to improve signal-to-noise and sampling rate of 125,0000 Da/s and UltraZoomScanTM capability for ultra-high resolution slow scanning for resolutions up to 20,000 which are necessary functions for the studies to be conducted. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334513 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Douglas Nathan at douglas.nathan@med.navy.mil.
