Description
The U.S. Department of Commerce, NMFS Southeast Fisheries Science Center, in Miami, FL intends to award a Purchase Order to the Department of Natural and Environmental Resources, Commonwealth of Puerto Rico to carry out a port sampling survey for the purpose of obtaining data needed to estimate non-reporting and miss-reporting of commercial landings in Puerto Rico Fisheries management in federal waters of the US Caribbean is carried out by NOAA fisheries under the guidelines of the Magnuson-Stevens Reauthorization Act of 2006 (MSRA). Critical to the evaluation of fisheries resources in this region is a complete history of the removals (landings, catches) from all the fisheries. Findings from recent SEDAR stock evaluations conducted by NOAA fisheries analysts since 2003 in the US Caribbean have identified significant concerns relating to non reporting and miss-reporting (under or over reporting) of landings in Puerto Rico. Managers estimate that up to 50% of the landings are unreported in some coasts of Puerto Rico reflecting a substantial amount of uncertainty in the basic data used to evaluate stock status. Recent results from the May 2009 Data Improvement Workshop indicate that miss-reporting is also of concern however at present data are insufficient to reliably estimate miss-reporting of landings geographically and temporally. The primary objectives of this project are to conduct enhanced port sampling site surveys throughout Puerto Rico to provide sufficient information regarding non-reporting and miss-reporting to be collected. This information will be utilized to improve estimates of uncertainty in total commercial landings and will be provided to NMFS stock analysts and managers from the Puerto Rico, DNER for use in ongoing stock assessment evaluations. Specifically, the products from this project will also be available for use in resource evaluations relating to determination of Annual Catch Limits (ACL's) for the US Caribbean fisheries, which are congressionally mandated by 2010 and 2011. It is anticipated that the spatial and temporal information on reporting uncertainty collected from this survey could be used to develop a comprehensive port sampling survey focused at estimation of non-reporting and miss-reporting of landings throughout Puerto Rico. MINIMUM TASKS REQUIRED: 1. First level tier port sampling surveys will be conducted by the contractor at the three most active commercial fishing centers five days in a row for each coast in Puerto Rico (4) for each project month. The most active fishing centers will be determined according to number of fishing trips and total landed weight at each fishing center. The coast breakdown is as described by Matos-Caraballo (2002): North (Isabela - Rio Grande, East (Fajardo-Vieques), South (Patillas-Lajas), West (Cabo Rojo-Aguadilla) (see Figure 1). 2. In addition to conducting port surveys at the most active fishing centers a second level tier survey will be carried out to enhance sampling spatially. DNER samplers will conduct sampling at five additional fishing centers per coast per month for each of the project months. The additional fishing centers will be selected using a combination of random and site weighting strategies which will be developed jointly between DNER and SEFSC staff. 3. During each port survey site visit, information on the landed weight by species and gear for individual fisher trips will be recorded and later transmitted to an electronic data base. Attributes recorded will include a variety of trip information which is needed to link sampler site survey data with fisher reported trip ticket data. The trip variables to be observed and recorded by the port agent will include at a minimum: fisher identification code, vessel identification and/or registration code, date of trip, fishing center of landing, total trip weight, landed weight by species, gear employed (by species), fishing effort expended (hours, days, number traps), and the proximal area of fishing. This information will be provided to SEFSC and later used in conjunction with fisher trip ticket landings data reported to the DNER, FRL Commercial Statistics Program (CSP) to derive estimates of non- reporting and to calculate under or over reporting by linking individual sampler site observations with fisher reported trip tickets. The period of this contract should be 12 consecutive months after the date of award. The NAICS code for this action is 541990. Small business size standard shall not to exceed $7.0M.
