- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFP# W91FX8-8308-0401 is being issued as a request for proposal. This procurement is a competitive 8(a) small business set-aside with applicable NAICS code of 561320 and small business size standard $13.5 million. Prior to submitting your proposal, ensure your Central Contractor Registration reflects the applicable NAICS code in your record as a small business. This will be verified prior to award. This requirement will be awarded based on price and technical, with those two factors being equal. The Kentucky Army National Guard is soliciting this 8(a) small business set-aside for a company to provide two positions in support of training and readiness. The two positions will perform the duties outlined in the following two statements of work: RANGE OPERATIONS AND MARKSMANSHIP SPECIALIST POSITION #1 1. Position: Range Operations and Marksmanship Specialist. 2. Location: WHFRTC, Greenville, KY. 3. Proposed Salary: Salary equivalent to GS-9 (Step 6) (Federal General Schedule rate) annually without benefits and before including any administrative fee. Benefits will be offered to the employee, and if accepted will be deducted from his salary. If benefits are declined, the employee will receive the salary as stated. 4. Position Description: This position will assist the KYARNG and the WHFRTC Range Operations Section by serving as the subject matter expert for all marksmanship training. They will assist the Range Operations personnel with operating and maintaining its weapons firing ranges. Serves as primary Range Control Safety Officer for the Close Quarter Live Fire Training Facility (Shoothouse) and the Mounted Engagement Small-arms Range (MESAR), as well as any other urban individual and/or collective live-fire ranges that we may build in the future. Additionally, they will assist unit commanders in planning, resourcing and conducting their marksmanship training programs. Will work in conjunction with the WHFRTC Range Operations Officer. This is a recurring requirement with incumbent employees who can be retained. 5. Duties and responsibilities: a. Serves as the KYARNG Subject Matter Expert (SME) for all Advanced Marksmanship training and qualification programs. In coordination with the State Marksmanship Team, plans and conducts Master Marksmanship Trainer Certification courses. Will develop and conduct marksmanship training classes for units. b. Serves as primary Range Control Safety Officer and Chief Instructor for the Close Quarter Live Fire Training Facility (Shoothouse), CQM I and II, CQB I and II, and the Mounted Engagement Small-arms Range (MESAR), as well as any other urban individual and/or collective live-fire ranges that we may build in the future. c. Serves as an operator of the Engagement Skills Trainer 2000, (EST 2000) and other Training Aids, Devices, Simulator and Simulations (TADSS) associated with Marksmanship Training. d. Assists unit commanders in planning, resourcing and conducting their marksmanship training programs. Will coordinate with using units to develop their training plans and will operate the range systems to support the training. Assists the Facility Manager in range and training area scheduling. e. Assists the Range Operations personnel with operating and maintaining its weapons firing ranges and the associated automated equipment and computers. Will perform limited maintenance of the range equipment and facilities. f. Maintains accountability of any government property and/or equipment assigned to them. g. Required to interpret laws, regulations and procedures that pertain to the range and training land program h. Will develop and enforce local procedures, policies, SOPs, and training regulations, regarding the range safety and marksmanship programs. i. Provide monthly report to the JFHQ-J3 on marksmanship training conducted, by type of course and number of personnel trained. j. Must be able to operate personal computers and basic office automation devices, such as, faxes, cell phones, printers and copiers. k. Performs other duties as assigned. 6. Educational Requirements: High school graduate or equivalent. 7. Experience Requirements: Applicant should have extensive experience in Army advanced marksmanship and in training management. Should have experience in managing a unit marksmanship program at the company level. Must have experience in training soldiers in the conduct of live-fire exercises in a Close Quarter Live-Fire Training Facility (Shoothouse) and in CQM and CQB marksmanship training. 8.Work Hours: Due to the nature of this position, hours of work must be flexible in order to meet mission/training requirements. Salary is based upon an average of 40 hours per week with work conducted Monday through Sunday. Work schedule will be adjusted to avoid overtime charges. 9.Travel expenses: Should the employee be required to travel away from the above listed duty location in order to fulfill his official duties, they will be reimbursed for POV mileage and other expenses (lodging and meals if required to conduct overnight stay) by placing the employee on invitational travel orders that will be funded separately from this contract. TRAINING AIDS, DEVICES, SIMULATORS AND SIMULATIONS (TADSS) FACILITATOR Position #2 1.Positions: Training Aids, Devices, Simulators and Simulations (TADSS) Facilitator. 2.Location: Wendell H. Ford Regional Training Center, Greenville, KY 42345 3.Proposed Salary: Equivalent to GS-7 (step 6) annual salary without benefits and before including any administrative fee. Benefits will be offered to the employee, and if accepted will be deducted from his salary. If benefits are declined, the employee will receive the salary as stated. 4.Position Description: TADSS Facilitators emphasize the use of TADSS at home station armories with specific requirements to support JANUS, gunnery and individual and collective training tasks. They will conduct orientation training and briefings on the use of TADDS as needed, attend all exercises to ensure proper integration of TADSS into training strategies, coordinate scheduling and provide technical oversight to using units. They will be responsible for the maintenance and property accountability of TADSS devices issued to the WHFRTC to include those items sub hand-receipted to units and other training sites. They will prepare and submit modifications that will increase TADSS training effectiveness and usefulness and maintain records of TADSS usage by submitting monthly scheduled and actual TADSS usage reports. They will assist commanders in integrating TADSS assets into both live and virtual training environments. Serve as the J-3/DCSOPS single point of contact for scheduling, utilizing and scheduling maintenance support for assigned TADSS. They will work in conjunction with the WHFRTC Training Site Facility Manager. They will receive technical assistance and instruction by the State Training Officer and State Training Assistant. 5.Duties and responsibilities: a.Provide supported commanders with the requisite information to allow for timely, effective and economical use of TADSS in support of programmed training events. b.Assist the commanders in the development of training support plans designed to maximize the use of TADSS and enhance training. c.Serve as the units single point of contact for scheduling of TADSS and for other related issues. d.Coordinate the acquisition, movement and utilization of TADSS assets not readily available within the unit. e.Attend annual training conferences, meetings, briefings and scheduling meetings in order to assist the commander with the development of Yearly Training Plans. f.Compile utilization and maintenance reports for submittal to the J-3/DCSOPS on a monthly basis. g.Responsible for the maintenance and property accountability of all TADSS devices issued to the WHFRTC and those items sub-receipted to units and other state training sites. h.Performs other duties as assigned. 6.Educational Requirements: High school graduate or equivalent 7.Experience Requirements: Applicant should have three to five years experience in computer systems and various TADSS devices used by the Army National Guard. Must have experience as a participant in a JANUS-based exercise and/or BBS or CBS exercises. Should be a retired Master Gunner with a working knowledge of company maneuver units. Should have CTC experience as OPFOR, Observed Controller, or participant in an actual rotation. 8.Work Hours: Due to the nature of this position, hours of work must be flexible in order to meet mission/training requirements. Salary is based upon an average of 20 hours per week. Work Schedule will be adjusted to avoid overtime charges. 9.Travel expenses: Should the employee be required to travel away from the above duty location in order to fulfill his official duties, they will be reimbursed for POV mileage and other expenses (lodging and meals if required to conduct overnight stay) by placing the employee on invitational travel orders that will be funded separately from this contract. TASKING REQUIREMENTS: The contract employee shall perform the above tasks for the KYARNG. GOVERNMENT FURNISHED MATERIALS The Kentucky National Guard will provide office space, telephone, computer equipment, and standard office supplies as provided for permanent staff. The Contractor will have access to National Guard material, publications, resolutions, forms, directives, etc. as required to perform their duties. Nothing in the Contract is to be construed as a personal service. Nothing in this contract is to be construed as performance of inherently governmental functions. In the case of any question or conflict in either of these subjects, the Contractor shall notify the Contracting Officer in writing, with details describing the concern or conflict. Per the Service Contract Act, Wage Rate Determination 05-2187, Revision # 8 dated 07/15/09, occupational code 15090 Technical Instructor, applies to this solicitation and the subsequent contract. Period of performance will be one year with four option years with period of performance to begin on 29 September 2009. Contractor will need to offer the following benefits to their employees: health/dental insurance (company paying 60% of cost), Group Life Insurance of $50,000, 401(k) with a 3% match by company,10 paid vacation days per year, 10 paid sick leave days per year, 10 paid holidays per year. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract on an annual basis. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. The contractor shall provide each employee an identification (ID) badge on contract start date or on employment start date. The ID badge shall be made of nonmetallic material. The badge shall be easily readable and include employee's name, contractor's name, functional area of assignment, security clearance if applicable, and color photograph. Display of ID Badges: Contractor personnel shall wear the ID badge at all time when performing work under this contract to include attending Government meetings and conferences. Unless specified in the contract, each contractor employee shall wear the ID badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit such placement. Answering Telephones: Contractor personnel shall identify themselves as contractor employees when answering Government telephones. Utilizing Electronic Mail: (a) When contractor personnel send e-mail messages to Government personnel while performing on this contract, the contractor's e-mail address shall include the company name together with the person's name. (b) When it is necessary for contractor personnel to have a user address on a Government computer, the Government shall ensure that person's e-mail address includes the name of their company. Your proposal should provide your proposed billable hourly rate with a breakout shown of the associated costs that reflect that total. Also include a proposed escalation factor as a percentage for the option years. Your proposal should include your DUNS number or CAGE code. Clearly mark all correspondence with the RFP # of W91FX8-8308-0401. Provide three references including a point of contact and phone number, for similar contracts performed within the last five years that demonstrate relevant past performance. References will be evaluated as part of the technical factor.
