- Architect of the Capitol, Utility Distribution System(UDS), Standard Operating Procedures (SOP) SOURCES SOUGHT NOTICE. PROCUREMENT IS UNRESTRICTED, FULL AND OPEN COMPETITION. NAICS Code: 237990, Size Standard $31 million. PROJECT MAGNITUDE: More than $10,000,000 (See FAR 36.204 Disclosure of the Magnitude of Construction Projects). The Architect of the Capitol (AOC), 2nd and D Streets SW, Washington, DC, is hereby notifying interested vendors of its intent to issue RFP100001, Project No. PP08022, which shall include the design and construction of four (4) New OSHA Compliant Tunnel Egress Structures the construction (excluding design) of Structural repairs, Selective Demolition, Modification of five (5) Existing Tunnel Egresses structures to meet OSHA standards, Tunnel Ventilation Improvements, Lighting System Improvements, Power distribution System Improvements and Miscellaneous Improvements including metal railings, grates, platforms, partitions (CMU and Metal), doors, frames and hardware, for the R-Tunnel, U.S. Capitol Power Plant, titled “R Tunnel Improvements”. The request for proposal will only be sent in CD-ROM format to the Selected Bidders List at a later date. In accordance with the drawings and specifications to be provided with the RFP, the Government will request that all work submitted to AOC must be formatted in Micro-Station. This work is located on the U.S. Capitol Hill Complex in Washington, DC. The project includes, but is not limited to selective demolition, discrete concrete repairs, utility relocation, subsurface concrete construction, miscellaneous metals, sitework, ventilation and exhaust fans, ductwork, electrical lighting, electrical power distribution, system controls, partitions, doors, frames and hardware. The procurement will be solicited using a Request for Proposal (RFP) as outlined in FAR Part 15, which will result in the Best Value to the Government. This project is a high-profile project with strict coordination with the several jurisdictions including the U.S. Capitol Police, U.S. Senate, U.S. House of Representatives, Library of Congress, Architect of the Capitol, U.S. Supreme Court, District of Columbia and local utility providers. In order for a firm to be placed on the Selected Bidders List for Tunnel Improvement Projects with AOC, the firm must meet the certification requirements identified in the attached Utility Distribution System (UDS) Standard Operating Procedure (SOP). The cutoff for acceptance to the Selective Bidders List is October 13, 2009. It is the responsibility of the interested parties to verify their certifications meet the requirements of the AOC UDS SOP prior to submission. Late or last minute certifications that fail to meet the requirements will not be cause for further consideration after the cutoff for acceptance. Firms are encouraged to read the AOC UDS SOP, contact the AOC Safety Office at 202-226-7083 to request any further clarification, and forward proper certifications as early as possible. Firms cannot enter the tunnel at any time without approved Tunnel Certifications. Criteria for tunnel entry certifications include the following training: 1) Confined Space; 2) Respiratory Fit Test; 3) Respirator Training; 4) Heat Stress; 5) Asbestos Awareness Training; and 6) Medical Clearance. Certifications must be approved by the AOC Safety Office as meeting the standards required in the AOC UDS SOP. Criteria and Instructions to Offerors and the Government’s evaluation process will be detailed in the forthcoming solicitation. The Government intends to award a single Firm-Fixed Price combination Design/Build and Design/Bid/Build construction contract resulting from this solicitation. The solicitation will be posted to the Federal Business Opportunities (Fed Biz Ops) website on or about October 16, 2009. However, the Plans and Specifications will only be sent to those firms who meet proper Tunnel Certification requirements and are approved for the Selected Bidders List. These criteria listed above are mandatory and must be met by any interested vendor prior to any site visit. Requests to be placed on the Selected Bidder’s List should be submitted in writing only to the Contracting Officer Susan Varga-Sinka. Request by email is acceptable. The contractor shall include in their request their certifications for tunnel entry, company name, address, and point(s) of contact including name, e-mail address, and phone number. The approved selected Bidders List will be posted to FedBizOps. Scheduling of a pre-proposal site visit is anticipated with details to be outlined in the solicitation package. The Government anticipates significant subcontracting opportunities with this action.
