Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is issued as RFQ #Q559090006. The U.S. Department of the Interior, National Park Service, Stones River National Battlefield, located in Murfreesboro, TN, has a requirement to clean and realign up to 2,000 upright headstones at Stones River National Cemetery. This solicitation is a 100% Service Disabled Veteran Owned Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 561730 and the size standard is $7 million. The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. ABBREVIATED STATEMENT OF WORK The Contractor shall provide all labor, supervision, equipment, materials, and supplies to remove, clean, raise, and realign up to 2,000 upright headstones at the Stones River National Cemetery, Murfreesboro, Tennessee. GENERAL INFORMATION 1.0. Purpose: 1.1. The Department of Veterans Affairs, National Cemetery Administration honors veterans with a final resting place and lasting memorials that commemorate their service to our Nation. National cemeteries are national shrines. The standards of maintenance, appearance and operational procedures performed by the contractor at this cemetery shall reflect this nation's concern for those interred there. For this reason, the contractor's strict adherence to the specifications shall be required and shall be essential.1.2. The Department of the Interior, National Park Service, Stones River National Battlefield, intends to award a fixed price contract to remove, clean, raise, realign and reset designated upright headstones.1.3. The work consists of removing, cleaning the markers, raising, realigning and resetting designated headstones that are already in place.1.4. The contractor shall provide all supervision, professional advice/guidance, labor, parts, materials, equipment, and personnel, to provide these services.2.0. Cemetery Location:2.1. These services shall be performed at: Stones River National Battlefield and Cemetery, 3501 Old Nashville Highway, Murfreesboro, TN 37129. 2.2. A detailed statement of work and a map of the national cemetery burial sections must be requested via e-mail. Please send this request to jeffrey_shaffer@nps.gov. Questions regarding this project must be submitted in writing via e-mail no later than Friday, September 4, 2009. The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52.212-02, Evaluation - Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision: Quotes will be evaluated based on best value to the Government, which will result from low price and past performance. The contractors identified for the competition are required to be registered on all three of the following websites: National Business Center (NBC) - http://ideasec.nbc.gov/, the Central Contractor Registration System (CCR) - http://www.ccr.gov/, and Online Representations and Certifications (ORCA) - www.bpn.gov/. Quotes shall be submitted in writing on company letterhead and must include the RFQ number, the company name, a point of contact, address, phone number, fax number, e-mail address, DUNS number, delivery period, unit price, extended price, and any prompt payment discount terms. Award is based on subject to the availability of funds, therefore, Government may reduce the total number of headstones requiring stated services. Quotes are due September 8, 2009, by 2:00 pm EST.
