Description
This is a public announcement for a proposed contract action. THIS IS NOT A REQUEST FOR QUOTE (RFQ). This is a sole source justification for the joint effort project described below. The Southeast Fisheries Science Center (SEFSC) located in Miami, FL has a requirement for an 18-month research/inventory project to identify and quantify the impact of derelict crab pots on species and habitats. The project will focus its efforts in the southeastern portion of the state in selected study areas and waters less than 12 ft deep along the North Carolina coast. With funding from the NOAA Marine Debris Program (MDP), SEFSC intends to partner with NC Audubon in Wilmington, NC (as National Audubon Society) and The Tortoise Reserve in Raleigh, NC. SEFSC received the award upon collaborating with these providers and submitting a joint proposal. It is advantageous to NOAA to obtain the services of these providers because they complement each other in their background of experience and capabilities and both contributed independently and substatially to in preparation of the MDP proposal. Their roles and contributions to the project will differ considerably. It would not be cost effective for NOAA to provide the total funding to one contractor. Audubon North Carolina has broad experience in surveys of the North Carolina coastal marshes and estuaries. The Wilmington, NC office is conveniently located near the southern coastal areas that will be surveyed in this project. Audubon NC has the boats that are absolutely essential to performing the work. Andrew Wood and Walker Golder at Audubon NC are already experienced with derelict-crab-pot search-and-removal operations through their previous work. Mr. Wood rigged a side-scanning sonar for use in the previous project and has experience in employing the side-scanning sonar to locate and remove derelict crab pots. Mr. Wood helped prepare the proposal that was jointly submitted to the NOAA Marine Debris Program in a competitive process through which the Southeast Fisheries Science Center (Dr. Joan Browder) was awarded funding. The project that received the funding is entitled "Impacts of derelict crab pots on diamond-back terrapins and other estuarine species in coastal North Carolina." This procurement will enable the participation of Mr. Wood and Mr. Golder in the funded project. Audubon NC is a critical component of the project, and the project cannot be done as competently, efficiently, and cost-effectively without them. It would be detrimental to NOAA's interests, reputation, and resources to lose Audubon NC's contributions to this project. The experience of Mr. Wood and Mr. Golder in the precursor project, including the use of side-scanning sonar, will save months of start-up time and enable rapid implementation of effective surveys. David S. Lee is executive director of The Tortoise Reserve, Inc., a non-profit corporation. David Lee is an authority on the diamondback terrapin and other wildlife species of North Carolina and has been active in terrapin conservation work. Mr. Lee is knowledgeable of derelict crab pot issues and acted as in-state coordinator of a previous North Carolina derelict crab pot project. Through his conservation work, Mr. Lee is well-known to North Carolina Marine Fisheries and communicates with them regularly about derelict crab pot issues. Mr. Lee was a main inspiration for the NOAA involvement in the North Carolina project and helped prepare the proposal that was jointly submitted to the NOAA Marine Debris Program in a competitive process through which the Southeast Fisheries Science Center (Dr. Joan Browder) was awarded funding. The project that received the funding is entitled "Impacts of derelict crab pots on diamond-back terrapins and other estuarine species in coastal North Carolina." This procurement will enable the participation of David Lee in the funded project. David Lee at The Tortoise Reserve is a critical component of the project, and the project cannot be done as competently, efficiently, and cost-effectively without him. It would be detrimental to NOAA's interests, reputation, and resources to lose Mr. Lee's contributions to this project. The experience of Mr. Lee in the precursor project will save months of start-up time and enable rapid implementation of effective surveys and assimilation of data into an informative final report. If there is any other vendor that can provide the above mentioned experience and services that can meet the Government's needs please contact Kevin Buum at kevin.j.buum@noaa.gov. To be considered interested parties must be able to demonstrate their ability to provide the above listed services and experience. Firms must furnish detailed specifications and descriptions to demonstrate their capabilities that will satisfy the Government's existing needs. Capability information shall include, at a minimum, name, telephone number and address of concerns for which you have previously furnished these services, and a detailed narrative that describes your ability to provide this service as specified and descriptive literature. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue orders to purchase the services, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
