- Description
- The Department of Health and Human Services, Program Support Center, Strategic Acquisition Service, Division of Acquisition Management on behalf of the Substance Abuse and Mental Heath Services Administration (SAMHSA) intends to negotiate on a sole source basis for a twelve (12) month purchase order with National Council for Community Behavioral (NCBB) to design a program to develop and enhance the effectiveness of community behavioral health executives in public sector policy and service settings focusing on, at a minimum the following core areas: 1) Development and refinement of personal administrative leadership skills within the context of an organized system of mental health or substance abuse services. Explore ideas and potential for an executive as a transformation agent within a system of care. This may include the development of a personal leadership plan that is to be implemented throughout the first year under the advisement of a leadership coach, 2) Exposure to contemporary administrative management and policy content. (This might include personal access to national experts who can lead sessions on topics such as: the pros and cons of implementation of evidence based services in local settings, collaborating in research in local community settings, management issues in pharmacy benefits, advances in data collection and quality improvement, implementing recovery paradigm in clinical settings, staff retention and workforce development, innovation in executive management, trends in prevention and others.) This may include the actual development of a specific service implementation plan that is created in concert with home agency administration and would be followed under the advisement of an “implementation” coach, and 3) Development of personal long term career goals and/or career plan which would include a focus on the elements associated with long term career satisfaction and professional identity for those who work in organized systems of care that are primarily public funded and or serve traditionally rural, underserved and impoverished individuals. Specific tasks include: 1) develop of a project advisory/steering committee; 2) identification of project critical domains and attributes; 3) design of project curriculum, and; 4) development of specific plans for application of the curriculum. NCCB is uniquely capable of performing these services for the following reasons: NCBB advocacy and educational efforts are facilitated through a network of state associations of which the Chief Executive Officer workforce is highly representative. The NCBB network of state associations offers ongoing opportunities to address providers at statewide meetings and conferences hosted around the country. NCBB workshops and presentations focus on public policy as well as operational and clinical practice expertise including the adoption of evidence based interventions and the transformation of behavioral health workforce. Additionally, NCCB is the only national organization that represents all of the above community leaders, it has direct access to the provider community, and, as a result of its activities is in a unique position to provide the requested information. The Government knows of no other potential organizations that possess the skills and resources to perform the tasks within budget (less than $100,000) and within the required timeframe. This simplified acquisition is for services for which the Government intends to negotiate with only one source. Interested concerns may identify their interest in and capability to satisfy the requirement within 10 days after the date of publication of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
