Description
DRAFT STATEMENT OF WORK (SOW) The U.S. Department of Labor, Office of Job Corps is seeking qualified contractors that can provide support for the health and wellness and the disability/accommodation program. We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, and the Small Business Standard is $6.5 million. Job Cops is an open-entry/open-exit, career skills, academic, and life skills education and vocational training program for at-promise youth, ages 16 through 24. With 122 centers in 48 states, the District of Columbia and Puerto Rico, Job Corps is primarily residential with a small non-residential component. The program was established in 1964 and is presently authorized under Title I of the Workforce Investment Act (WIA) of 1998. The program is administered by the U.S. Department of Labor, Office of Job Corps. In addition to a National Office, there are six Job Corps Regional Offices located nationwide. The Job Corps health services contract provides technical assistance to the Office of Job Corps in fulfilling its planning and oversight responsibilities for the Job Corps health and wellness program. Activities undertaken to support this mandate: •Review of Job Corps applicant folders •Review and recommend disposition of Job Corps applicants with potential health problems •Assist in the review and evaluation of 1) Health Portion of Center Proposals, 2) Subcontracts to Operate Health and Wellness Programs or Provide Health Services to Centers, and (3) Center Healthcare Guidelines (4) Emergency Funding Requests (5) Bloodborne Pathogen Plans (6)Pandemic Influenza Plans •Provide for the assessment of center health and disability/accommodation services •Provide for the monitoring of center health and disability/accommodation services •Provide technical assistance to Job Corps wellness staff and disability coordinators •Assist in developing, implementing, and evaluating Job Corps health standards, guidelines, policies, procedures, and curricula •Assist in accommodating and assimilating students with disabilities •Produce newsletters •Provide conference logistics and support •Develop webinars and online trainings •Manage the Significant Incident Reporting System •Develop and manage data collection •Manage website content All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are: (1)Experience working with youth age 16-24 (2)Experience providing online training. (3)Experience recruiting health professionals (nurses, physicians, psychologists, social workers, dentists) to work on projects. (4)Experience developing data collection systems. (5)Experience providing conference and logistical support (6)Experience developing health and disability related policies. Responses are due September 15, 2009 by 3 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to spillman.linda@dol.gov. The response must be specific to each of the qualifications listed above to show that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
