Description
The Department of Health and Human Services, Office of the National Coordinator for Health Information Technology intends to negotiate and award a contract to the National Governor’s Association, Center for Best Practices (NGA), Hall of the States, 444 North Capitol Street, Suite 267, Washington, DC 20001- 1512 for continuing services for the State Alliance for e-Health (Alliance) Project. NAICS Code is 541618, and the period of performance is September 30, 2009 through September 29, 2010 with two 12-month option periods. The Alliance is a consensus-based, executive-level body composed of the governors of the 50 states, three territories, two commonwealths, state legislators, attorney generals and state commissioners to address the unique role states can play in facilitating adoption of health IT and health information exchange (HIE). It is the collective voice of the Nation’s governors. Under the proposed contract, the Alliance shall work with Governors-named high-level state leaders to continue a high-level health information technology and exchange advisory body. This body will be charged to: (1) in consultation with the ONC Project Officer(s), develop a comprehensive work plan on the strategy and approach to meet the deliverable outlined in this contract, which shall be shared with other federally funded Contractors working on issues that may intersect with State Alliance activities; (2) consult with the National Conference of State Legislatures (NCSL), National Academy for State Health Policy (NASHP), National Association of Attorneys General (NAAG) and National Association of Insurance Commissioners (NAIC), to garner buy-in from legislators, attorneys general and other state leaders and entities with expertise in crafting model code language such as the National Conference of Commissioners on Uniform State Laws (NCCUSL) particularly as it relates to model code provisions or reinterpretation or expansive readings of existing codes; (3) manage a high-level state forum comprised of Governors, legislators, attorneys general, and state regulators and others; (4) as appropriate, revise the State Alliance by-laws to reflect the following organizational structure; (5) work with staff of organizations represented on the Alliance (e.g., NAAG, NCSL, NAIC) to facilitate and disseminate the work of the Alliance; (6) ad hoc advisory panels shall be convened, as necessary, to assist the Alliance with specific issues, challenges or questions; (7) State Health Information Exchange Policy Teams shall work through the governors’ offices to identify key leaders in each state responsible for health information exchange implementation to form policy team, and (8) conduct regional meetings, national workshops, issue papers, webinars/conference calls and other formats mutually agreed upon by ONC and the Alliance. The proposed contract action is services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
