- The Bureau of the Public Debt, on behalf of Treasury Inspector General for Tax Administration has the requirement for case management software. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The award resulting from this combined synopsis and solicitation will be a Firm Fixed Price purchase order for the items listed. The North American Industry Classification System (NAICS): 423430. This acquisition will be set aside 100% for small business in accordance with FAR 19.502-2(a). The size standard is 100 employees. Quotes are being requested for Decos 5 Document Management System, brand name or equal as follows: Item 1: Decos Document Management System Item 2: Three (3) days of functional on-site implementation Item 3: Two (2) - One (1) day onsite training classes (max 8 students per class) Item 4: One (1) day remote technical installation Item 5: SharePoint functinality Item 6: One year maitenance and support Equal items will be considered but must meet or exceed the salient features of the Decos Document Management System as follows: 1. The Counsel Case Management system will control assignments, correspondence, information and documents with Commercial Off-the-Shelf Software (COTS). 2. The system will capture data about the assignments, correspondence and documents (metadata) to facilitate searches and reports. 3. The system will allow customized workflows to provide different routing chains based on the type, sensitivity and security of the incoming assignments, correspondence and documents. The workflows will support conditional routing to accommodate decision logic and approvals. 4. The workflows will be integrated with TIGTA's Microsoft Outlook 2003 so that notifications will alert users when they need to take actions on assignments, correspondence and documents in the system. 5. The system will track the entire case lifecycle. 6. The system will provide standard reports to track all pending, overdue and completed actions. 7. The system will allow ad hoc reports to enable non-technical users to develop their own customized reports. 8. The system will provide a flexible security mechanism to allow read, create, modify and delete permissions to be specified at high levels and down to specific documents. 9. The system will provide a granular audit trail of all actions on all objects in the system. 10. The underlying records management system will integrate with TIGTA's existing Microsoft Office SharePoint Server. 11. The system will integrate with TIGTA's workstation and server technology including Microsoft Windows XP and Office 2003, and Microsoft Office SharePoint Server 2007. The system will provide an upgrade path as TIGTA moves to newer technologies such as Office 2007. 12. The system should be operational on or before 10-1-2009. 13.
