- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch plans to procure as a sole source the brand name Beta Star 263648-SHA-PHL-RNCB-MNL autoclave sterilizer from R-V Industries, Inc., 584 Poplar Road, Honey Brook, PA 19344. This acquisition will be conducted under simplified acquisition procedures as set forth in 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 11:00 am EST, on September 11, 2009. All questions must be in writing and must be emailed to Ashley Virts at virtsa@mail.nih.gov faxed to (301) 402-4513. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Part I: Background information and description of requirements: The Beta Star 263648-SHA-PHL-RNCB-MNL autoclave sterilizer is needed to sterilize reagents, laboratory equipment, laboratory supplies, agar plates contaminated with fungi or bacteria and any other necessary items. The sterilizing procedure is often necessary to comply with safety requirements in compliance with OSHA/NIH regulation. It is required that contaminated items must be sterile before disposed into the regular trash. The Beta Star autoclave sterilizer satisfies the regulations to decontaminate bacteria, fungi, and viruses from laboratory waste. Three groups of NCI/CCR investigators, including senior investigators from the Genetics Branch, the Medical Oncology Branch, and the Vaccine Branch, are located in the same building at the National Naval Medical Center (NNMC). To meet biosafety requirements at NNMC, the acquisition of brand name Beta Star Laboratory Autoclave is required. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Part II: Facts and Reasons to Justify Other than Full and Open Competition: Statutory Authority Statute: This justification has been prepared under simplified acquisition procedures as set forth in 13.106-1(b)(1). Justification: Beta Star is the sole distributor of this equipment and is the only sterilizer able to meet all of the required specifications of the Genetics Branch. The Beta Star autoclave sterilizer has several unique features which are critical for ongoing research in the Genetics Branch facility; these features are not found on any other commercial instrument. The autoclave chamber is made in the U.S. and designed with the slope to afford more efficient drainage to eliminate flooding. The chamber door is equipped with a machine grooved gasket which may have twice the lifetime of conventional gaskets. Other repairs can be made with non-proprietary components. The following salient characteristics apply to the Beta Star 263648-SHA-PHL-RNCB-MNL autoclave sterilizer: • Interior chamber dimensions of 26 in wide x 36 in high x 48 in long [volume = 26 cubic ft.] • Chamber and door are 316L stainless steel with 304L stainless steel stream jacket • Front control on top of sterilizer and customized hinged access panels on back and front for easier access to electric, water and steam connections • Single horizontal sliding automatic door • PulseVac standard ejector vacuum system • Chamber Piping is Copper/Brass • Bottom shelf and a rack with 1 adjustable shelf • Beta Star touch-screen control system with printer • Safety circuit for "water in chamber" to prevent door opening if present • Industrial grade pneumatic valves (solenoid valves not accepted) • High-temperature, pneumatically sealed, silicone door gasket • ASME pressure rated vessel to 45psi • House steam
