- 31 August 09: Amendment P00003 to N61331-09-T-9525 1.This amendment is to provide answers to questions submitted by industry that were omitted from P00002 (modification dated 28 Aug 09). 2.The proposal date remains 4 Sep 2009, 3:00 Questions/Answers are as follows: 1. The instructions discuss cameras and DVRS but none are listed on the equipment list and during the tour none of these were pointed out. ANS: There are three Bosch indoor dome cameras with color monitors. Disregard the DVRs. DVRs are removed. 2. Are there cameras and if so what are their locations, types, mounts and do any require lifts to access them? ANS: There are cameras and are accessible via a six foot ladder. 3. Where do these cameras terminate and how are they displayed? ANS: Terminate on a color monitor local to the camera. 4. What is the transmission medium from the camera to the display? ANS: Point to point contact. 5. What is the communications infrastructure for the alarm system? ANS: Straight copper throughout the base. Terminates in Telcom rooms. Main network is in one bldg with secondary network in another. Communications one is dial-tone driven and Communications two is Ethernet IP address driven. 6. Is it a closed system or does other communications run on the lines? ANS: Two closed systems. 7. How old is the infrastructure and will it be updated in the near future? ANS: Systems are not new with no immediate plans to update. Via existing phone lines. 8. Will the contractor be allowed to review any new systems proposed to be added to the current system? ANS: YES 9. Will the contractor be allowed to provide feedback if any discrepancies are noted? ANS: YES 10. How many of the facilities will be DCID 6/9 or JFAD 6/9? ANS: To be discussed once contract awarded. The ESS system in the SCIFs are the same used for all other alarmed spaces. IDS in the SCIFs is installed IAW DCID 6/9 SPECS. 11. How will access control to Panama City NAS be done for the contractors? ANS: They will go through the process to receive a contractor CAC badge which will give them access to the facility. 12. How many total UPS will be required to be maintained? ANS: Approximately 20 13. Are they all of the same type and manufacturer? ANS: UPS are various commercial types. 14. Who is responsible for the disposal of hazardous waste? Example batteries from the UPS. ANS: The contractor will be responsible for turning in all hazardous waste to building 361 (Hazardous Waste). 15. Will there be any areas that require Personal Protective Equipment? Example for asbestos. ANS: NO 16. The Instructions state "Offeror shall describe their knowledge, experience and expertise as it applies to the requirements set for in Section C... " Where is Section C? Neither the Instructions nor the SOW have a Section C. ANS: Correct via revised Statement of Work 17. SOW 1.3: The SOW says, "The Government has the option to extend the Principal Period of Maintenance to any of the periods set for in the Schedule at the rates shown." Later there is a reference to "the table in the Addendum to the Schedule." What Schedule is referenced? Where is it located? ANS: Corrected via revised Statement of Work 18. SOW 7.3.2 & SOW 9.4: The SOW, Section 7.3.2, says credit will be "5%) of Fixed Monthly Charge for the malfunctioning equipment... " Section 9.4 also refers to "fixed monthly charge for equipment." Are we to bid monthly charges for each piece of equipment? If so, will a list of that equipment be provided? ANS: The monthly charge is corrected via revised SOW to read "fixed monthly cost". This represents the monthly cost of the contract. 19. SOW 9.x: There are several sections saying that the maintenance can be extended "at the Government's option" to include additional equipment or additional hours. Does that suggest the contractor must accept the additional responsibility? ANS: Corrected via revised Statement of Work 20. Are the only security systems covered under this solicitation the Bosch and Casi Russco systems? ANS: YES. Para 2.7 states that the list is not all encompassing and could change based on new technology, new part numbers, etc. Please see para 9.1. 21. Will the site provide an office space with computer connection to NMCI network? ANS: YES 22. Will site provide a vehicle to be used by the maintenance tech? ANS: YES - Access to an Electric Vehicle 23. Paragraph 2.7 states the contractor is responsible for stocking (minimum quantity of two each) of parts on list in SOW. Will the existing items held by the site be turned over to the contractor for use and will these spares be counted against the list requiring two each? ANS: YES 24. The list includes items aa through af that are not typically found in a spares list because they are not items that need replacing during maintenance. Should these items be dropped from the list or should we include them in the spares we purchase? If so what size Hoffman enclosure is required? ANS: Include them in the spares you purchase. The Hoffman enclosure should be 11 3/4" X 11 3/4" X 4" DEEP. 25. Paragraph lists the Linebacker and Rehost systems as requiring maintenance, what are these systems and what are they covering? ANS: There is no Linebacker or Rehost system. Para 3.2 Should read: Fixed Monthly charges are the monthly prices set forth in the contract for preventive and remedial maintenance. This is corrected via revised Statement of Work 26. In the instructions portion, paragraph 1 (a) asks for relevant experience in performing similar work with Lenel and Cardkey systems. Are there Lenel and Cardkey systems included that were not mentioned in the SOW? ANS: NO - referenced for similarities 27. It is our understanding the contract is for a full time technician 8 hours per day 5 days a week except for federal holidays. The technician will also be on call for emergency calls during all off duty hours including weekends and holidays, is this correct? ANS: YES 28. The Bosch server that the alarm panels report to is controlled by NSA, will the technician be responsible for any system administration on the Bosch head end server and if so will he have unlimited access to it? ANS: YES 29. Paragraph 1.3 of the SOW refers to an addendum to the schedule, where can we get a copy of the referenced schedule? ANS: This has been corrected via revised Statement of Work 30. Is the intention to award a firm fixed price or cost plus fixed fee contract? ANS: This contract will be awarded as a firm-fixed-price contract 31. It is our understanding that resumes will be provided after award, is this correct? ANS: Resumes will be provided with the proposal for evaluations
