- This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The awarded contract is for the operation and maintenance of a unique ground water treatment facility (GWTF), including an extensive extraction well preventive maintenance program that has been operating for over 13 years. The sole purpose of the GWTF is to remove existing contamination from the groundwater. The treated groundwater is discharged three miles south of the GWTF into the North Branch of the Muskegon River. The GWTF consists of an extraction well system, the treatment plant, effluent discharge and monitoring wells. The site is on the USEPA Superfund National Priority List (NPL). The NPL consists of the nations worst contaminated sites.
