- Notice Type: Special Notice. Procurement Office: Mission & Installation Command Contracting Center, Fort Knox, Bldg 1109B, STE 250, 199 6th Avenue, Fort Knox, KY 40121 Response Date: September 4, 2009 This is notification that the Mission & Installation Command Contracting (MICC) Center Fort Knox, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to the National Industries for the Blind (NIB), Alexandria, VA. The associated North American Industry Classification System (NAICS) code is 921190. The AbilityOne Program is a federally mandated program where products and services are purchased from Nonprofit Agencies Employing People Who Are Blind or Severely Disabled in accordance with FAR Parts 8.002, Priorities for Use of Government Supply Sources, and FAR Subpart 8.7 Acquisition from Nonprofit Agencies Employing People Who Are Blind or Severely Disabled. The services obtained under the resultant contract will be evaluated by AbilityOne and the Army as a pilot program based on the AbilityOne suitability evaluation criteria of: Employment potential for people with severe disabilities; Nonprofit agency qualification; Capability of the nonprofit agency to meet the quality and delivery standards. There are five phases to each procurement list addition, AbilityOne and the Army are in the second stage; assessing the feasibility of the project. The requirement is to provide contract closeout support services, contract file digitization, and contract file destruction services at JCC-I/A / CCTFO downtown San Antonio, TX (Garcia Building) and MICC Center Fort Sam Houston, TX. The contractors facility at Philadelphia, PA has been identified as the offsite location. The types of contracts to be closed under the resultant contract will be fixed priced supply and service contracts, including contracts awarded using simplified acquisition. The resultant contract will be a Firm Fixed Price (FFP) contract with a six month base period of 15 Sep 2009 through 14 Mar 2010 and include FAR clause 52.217-8, Option to Extend Services. The contract includes a Not Separately Priced (NSP) Contractor Manpower Reporting (CMR) requirement. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
