Description
The United States Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or for Small Business. The estimated value of this procurement is between $100,000.00 and $500,000.00. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for DRYDOCK repairs to the USCGC PAMLICO (WLIC-800), a 160 Foot A Class Construction Buoy Tender. The vessel’s home pier is located in New Orleans, Louisiana. All work will be performed at the contractor’s facility. The performance period will be SIXTY-FOUR (64) calendar days with a start date of 11 January 2010 through 15 March 2010. The scope of the acquisition for welding, preserving, cleaning, renewing, repairing and overhauling various items aboard the USCGC PAMLICO (WLIC-800), 160 Foot A Class Construction Buoy Tender. This work will include, but is not limited to: 1.Welding Repairs, Eroded Weld Renewal (Steel) 2.Welding Repairs, Plate Renewal (10.20# Steel) 3.Welding Repairs, Plate Renewal (12.75# Steel) 4.Clean and Inspect Fuel and Oil Tanks (Includes Disposal) 5.Clean and Inspect Ballast Tanks and Voids 6.Clean and Inspect Sewage and Grey Water Collection and Holding Tanks 7.Remove, Inspect, and Reinstall Propeller Shafts 8.Straighten Shaft 9.Renew Water-Lubricated Shaft Bearings 10.Renew Propeller Shaft Sleeve(s) 11.Renew Mechanical Shaft Seal Assemblies 12.Remove, Inspect, and Reinstall Propellers 13.Perform Minor Repairs and Reconditioning of Propeller 14.Clean, Inspect, and Test Grid Coolers 15.Renew Depth Indicating Transducer 16.Remove, Inspect and Reinstall Valves 17.Remove, Inspect, and Reinstall Rudder Assemblies 18.Shrink Wrap Crane 19.Inspect Various Deck Fittings 20.Preserve Ballast Tanks and Voids – Partial 21.Preserve Ballast Tanks and Voids – 100% 22.Preserve Spud and Spud Well Surfaces 23.Preserve Underwater Body – “Partial” 24.Preserve Underwater Body – “100%” 25.Renew Cathodic Protection System 26.Routine Drydocking 27.Provide Temporary Logistics 28.Provide Access to Various Compartments for Ship’s Structure and Machinery Evaluation Board Inspection (SSMEB) 29.Renew Hull Plating 30.Renew Various Framing 31.Renew Various Bulkhead Metal 32.Perform Ultrasonic Thickness Measurements – Underwater Hull Plating 33.Preserve Construction Deck 34.Renew Pipe Insulation 35.Composite Labor Rate 36.GFP Report 37.Laydays All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued as a small business set aside. However, in accordance with FAR 19.1305 if your firm is HUBZone certified or a Service-Disabled Veteran-owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Tara.M.Holloway@uscg.mil or by fax at (757) 628-4676. In your response you must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and telephone numbers. At least two references are requested, but more are desirable. Your response is required by September 10, 2009 at 4:00 PM, EST. Contractors are reminded that should this acquisition become a HUBZone set aside, FAR 52.219-3, Notice of Total HUBZone Set-aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. Contractors are reminded that should this acquisition become a Service-Disabled Veteran-owned Small Business Set-Aside, FAR 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service Disabled Veteran-owned Small Business set aside or Small Business set-aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set-aside, or small business set-aside, will be posted in the FedBizOpps website at http://www.fedbizopps.gov.
