Description
The Fort Knox Mission and Installation Contracting Command is conducting market research in the Fort Lewis, Washington area, for the following requirement: Facilities, furniture, equipment and supplies, management supervision, and labor to provide guest rooms for single and double occupancy rooms during the period 1 April 2010 through 31 March 2011, with (4) one-year option periods. Rooms shall be for day-to-day use throughout the year, no smoking, (smoking may be offered only in cases where patron has specifically requested a smoking room). Services include, but are not limited to: Fort Lewis, Washington Day-to-Day use rooms: - Single and double occupancy rooms, designated for day-to-day room use throughout the year, no smoking (smoking may be offered only in cases where patron has specifically requested a smoking room). Rooms, furniture, and fixtures in guest rooms, including bathrooms and foyers, shall be free of any damage, dirt, dust, and noticeable cigarette burns, cuts or tears. Illumination shall be provided at each bed, easy chair, desk or writing surface and mirror. All rooms shall be free of pest infestations. Guest rooms shall be provided with heating and air conditioning and otherwise provided ventilation necessary to maintain comfort for patrons. If utilities fail for more than four hours, other than an area-wide failure, the contractor shall relocate all patrons to another part of the hotel or to another hotel of equal or better quality, which has utilities, at no additional expense to the Government. - Lodging facilities shall be no more than 15 to 20 miles radius from the Main Gate, Fort Lewis, Washington. Guess room size shall be a minimum of 230 square feet. Each room shall include all amenities normally provided paying guests. Refrigerator and microwave oven shall be located in each room. All rooms shall have a secondary locking mechanism, which is secured from the inside of the room. All floors in common areas such as lounges, corridors, and hallways shall have carpeting or tile. Fort Lewis, Washington 1st Joint Mobilization Battalion (1st JMB) or ROTC Warrior Forge (WF): - Single and double occupancy rooms, designated for 1st Joint Mobilization Battalion (1st JMB) and ROTC Warrior Forge (WF) use during the months of May through September to accommodate 1st JMB and ROTC WF, no smoking, (smoking may be offered only in cases where patron has specifically requested a smoking room). Rooms, furniture, and fixtures in guest rooms, including bathrooms and foyers, shall be free of any damage, dirt, dust, and noticeable cigarette burns, cuts or tears. Guess room size shall be a minimum of 230 square feet. Each room shall include all amenities normally provided paying guests. Refrigerator and microwave oven shall be located in each room. All rooms shall have a secondary locking mechanism, which is secured from the inside of the room. All floors in common areas such as lounges, corridors, and hallways shall have carpeting or tile. ADA COMPLIANT ROOM W/RESTRICTIONS: Provide single or dual occupancy and must be ADA compliant with mileage restrictions. Guest rooms size shall be a minimum of 230 square feet and shall contain a microwave oven or stove and a mini sized or full sized refrigerator. Facilities must have ramps or/and or elevator access and rooms must have handrails, modified toilets, sinks in order to accommodate persons with disabilities. Patron room shall have a dual locking system and peep-hole in entry door and dual locking capabilities on all windows located in the room. Laundry facilities are to be located on site (i.e.: free to patron or coin operated). Parking to be marked for patron use only and disability parking must be clearly marked. Contract shall provide an occupant security plan and should be presented to this office before occupancy. NOTE: Contractor's lodging shall be no further than 15 - 20 radius of the Main Gate, Fort Lewis, Washington. Normal custodial, sanitation and linen services to be provided, extended stay terms may be negotiated with contractor. Invoices are to be submitted electronically through the Wide Area Work Flow (WAWF) system. DAY-TO-DAY ROOMS Single occupancy rooms: (Winter Season): Quantity 16,425 est. (Summer Season): Quantity 16,425 est. Double occupancy rooms: (Winter Season): Quantity 1,825 est. (Summer Season): Quantity 1,825 est. 1ST JMB & ROTC (WF) ROOMS Single occupancy rooms: (Winter Season): Quantity 300 est. (Summer Season): Quantity 21,000 est. Double occupancy rooms: (Summer Season): Quantity 24,500 est. ADA COMPLIANT ROOMS- DAY TO DAY ROOMS Single occupancy rooms: Quantity 100 est. Double occupancy rooms: Quantity 100 est. FACILITIES: - Laundry facility shall be located on site and shall be designated for patron use (i.e.: free use of washer(s) and dryer(s) or coin operated washer(s) and dryer(s). - Facility should have a hotel occupant security plan. Common customer areas shall be well lit in the hours from dusk to dawn with exits well marked. - Parking shall be designated for patrons use only and should allow space for large transportation vehicles such as vans or buses. Designated parking shall be free of undesirable elements (i.e.: vagrants, pan handlers or other types of solicitors). - Patrons room shall have a secondary locking mechanism, which is secured from the inside of the room. - Windows shall have slip/flip type locks in the closed position and shall also be able to be secured in the open position. - The main entry door to the patrons room shall have a peep-hole for viewing the area directly in front of door and hallway when occupant is inside of the room. - Daily services shall include, but not be limited to, room cleaning, bed making, adequate quantities of soap, bath towels, hand towels, wash cloths, sanitized drinking glasses, facial tissues, and cloth bath mat. Extended stay terms to be negotiated with contractor. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. NOTE: For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot subcontract the entire effort. Again, this applies only to small business set-asides.
