Description
This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal for a design/build passenger and cargo terminal at the Bagram Air Base, Afghanistan. Project Scope: Work will include the construction of a 5,017 SM two-story pre-engineered metal building configured for a passenger terminal facility and construction of a 4,700 SM cargo terminal facility for both inbound and outbound cargo processing at Bagram Air Base, Afghanistan. Work will include site preparation, paved parking and baggage handling areas, paved access to the adjacent street and cargo handling area, foundation, facility erection, and all infrastructure and utilities necessary to make a complete facility (including force protection, fire suppression/protection, and communications, as required). The performance period will be stated in the RFP. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00. All work is to be performed within the secure perimeter of the Air Base. Funds are not currently available for this acquisition. This is an FY 2010 project. No contract award will be made until appropriated funds are made available. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The Government may include options in the solicitation. The acquisition will result in a single firm fixed price construction contract awarded based on a best value determination. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) is October 1, 2009. Date for a Site Visit will be stated in the RFP. Information on the date and time of the site visit will be conveyed in the RFP. Access requirements to the Air Base will be stated in the RFP.
