Description
NASA/LaRC has a requirement for continued engineering services in support of anexisting Ascent Abort 1 (AA-1) Launch Vehicle Vibroacoustic Environments procurement. NASA/LaRC intends to purchase these additional engineering services from ATA Engineering,Incorporated in accordance with FAR 6.302-1(a)(2)(iii)(A) and (B) based on thisrequirement being a follow-on type requirement for specialized engineering services. This additional requirement was identified during the performance of an existing contractthat has a critical testing schedule in which delays in testing the AA-1 Launch Vehiclewould be costly and would multiplicatively affect other vehicle testing thereby affectingthe entire Constellation Program Schedule. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon September 4, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
