- Description
- The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to negotiate on a sole-source basis with Anatech Corporation, 5435 Oberlin Drive, Sand Diego CA 92121. The requirement is for a Nonlinear Incremental Structural Analysis (NISA) for Folsom Dam modifications in accordance with the requirements of USACE ETL 1110-2-365 Nonlinear, Incremental Structural Analysis of Massive Concrete Structures. The NISA is a sophisticated, highly nonlinear numerical analysis with a significant number of input parameters including time dependent variables. In addition, the USACE ETL 1110-2-365 states that the NISA relies heavily on specific experience with NISA studies and engineering judgment. As such, the contractor shall meet the following minimum requirements: Successful completion of a minimum of three NISA studies in accordance with the requirements of USACE ETL 1110-2-365 including completion of the studies using ABAQUS/ANACAP-U finite element software. Two of the projects shall have included structures requiring total concrete or RCC placement volumes in excess of 30,000 cubic yards. Have demonstrated experience with linear and non-linear finite elements studies for significant (high hazard) hydraulic structures including dams, spillways, outlet works, powerplants, pumping plants or diversion structures. Have demonstrated the capability to develop project specific software routines for results post-processing of finite element results based on previous project work. Have a documented project management planning process with demonstrated success on previous detailed finite element studies. The proposed contractor, Anatech Corporation, ANATECH has provided analytical support to the Electric Power Research Institute (EPRI), the U. S. Bureau of Reclamation, and the U. S. Army Corps of Engineers for structural issues involving arch and gravity dams. Projects have included evaluation of cracking at the dam and foundation interface for stability considerations, seismic performance of dams and intake/outlet works, and constructability issues for massive concrete placements. Anatech Corporation has documented successful completion of NISA studies in accordance with the requirements of USACE ETL 1110-2-365 including completion of the studies using ABAQUS/ANACAP-U finite element software. Anatech has demonstrated experience with linear and non-linear finite elements studies for significant (high hazard) hydraulic structures. Competition is restricted to only one source per FAR 6.302-1. This procurement will be awarded using FAR Part 36.6 procedures with an intended period of performance of twelve months. Anticipated award date is September 23, 2009. All responsible sources may submit a capability statement or proposal by 2:00 pm MST, September 4, 2009, which shall be considered by the agency.
