- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FDA-SOL-09-1063418 is being issued as a request for quote; however, if no response is received to this notice by the response due date, the Food and Drug Administration will issue a sole source award to Elsevier B.V for Site license to Embase Classic. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. Background - The FDA Biosciences library requires a one time purchase of content - fully digitized backfie (1947-1973) drawn from 43 Excerpta Medica Abstract journal print titles and includes more than 1.8 million bibliographic records of articles published in 3,000 international biomedical and pharmacological titles. Currently, the library has a contract for Embase (HHSF223200950017P) with multiyear options. With the one time purchase of Classic, we will expand our breadth of coverage to include the backfile years 1947-1973. FDA scientists require older literature to identify the trail of scientific thinking and to track side-effect and toxicities reported in the past. The biomedical information supports legislative and regulatory compliance, drug safety and pharmacovigilance procedures, and new drug development. Customers will be able to access this information using a single platform. Access is 24/7 via a web interface at the desktop. CCR: Vendors must be registered in the Central Contractor Registration (CCR) prior to the award of the contract.
