RECOVERY ACT PRESOLICITATION NOTICEThe Department of Veterans Affairs, VA Heartland Network 15, intends toissue a Solicitation for Construction Services for Approved Recovery ActProject 657-09-116, Emergency Power for Bldg. 60, Jefferson BarracksDivision, #1 Jefferson Barracks Drive St. Louis, MO, VA Medical Center.The SCOPE of WORK includes, but is not limited to: Provide all labor,materials, tools, equipment, supervision and completely prepare site forEmergency Power for B-60, Main Kitchen at the Jefferson BarracksDivision, VA Medical Center, St. Louis, MO in accordance with drawingsand specifications. Work includes general construction, mechanical andelectrical work, utility systems and construction and certain otheritems. An ORGANIZED SITE VISIT is planned for this Solicitation onSeptember 17, 2009 at 8:30 a.m. Participants will meet at Bldg. 60Parking Lot. The estimated magnitude of this construction project is:"Between $1,000,000 and $2,000,000." The resulting Solicitation will beissued as a REQUEST FOR PROPOSALS (RFP) which will result in the awardof a Single Firm Fixed Price (FFP) Construction Contract. Theestimated performance period for completion of construction is 180calendar days from receipt of Notice to Proceed (NTP). SCHEDULEDOPENING & CLOSING DATES. This Solicitation will be available, on orabout, September 15, 2009 and the Proposals will be due, on or about,October 15, 2009. The issued Solicitation, including any amendments,shall establish the official opening and closing dates and times.Proposals received in response to this Solicitation will be evaluated inaccordance with procedures outlined in Federal Acquisition Regulations(FAR) Part 15 for the Lowest Price Technically Acceptable Offer (LPTA).The award will be based on the evaluation factors contained in thesolicitation. The government plans to award without discussions. Theofferor is responsible to monitor and download any amendments from theFederal Business Opportunities (http://www.fedbizopps.gov) website,which may be issued to this solicitation. NAICS CODE & SBA SIZESTANDARD: The North American Industry Classification System (NAICS) Codefor this project is 238210, with a Small Business Size Standard of $14.0Million. In accordance with FAR 52.204-7, Required Central ContractorRegistration and in accordance with FAR 2.101, Veterans AffairsAcquisition Regulation (VAAR) 802.101, VetBiz Registration, prospectivecontractors must be registered in Central Contractor Registration (CCR)and in the VetBiz databases under the applicable NAICS. Firms mayobtain CCR information at http://www.ccr.gov and VetBiz information athttp://vip.vetbiz.gov. THIS SOLICITATION WILL BE ISSUED AS A TOTALSERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE.Offers from other than service-disabled veteran-owned small businessconcerns will not be considered and shall be rejected. All responsiblesources may submit a proposal which shall be considered by the agency.PERFORMANCE OF WORK BY PRIME CONTRACTOR. At least TWENTY FIVE PERCENT(25%) of the cost of the contract performance incurred for personnelmust be spent on the concern's employees or the employees of otherservice-disabled veteran-owned small business concerns.
