Description
Section B.7 Pricing AOP Security Officers Uniforms The National Gallery of Art (hereinafter "Gallery" or "NGA") is soliciting proposals for The security staff uniforms for the Office of Protection Services (AOP). The Contractor shall provide custom Security Officers uniforms on an as needed basis to outfit new, and reassigned uniform items. Consistency with existing uniform items is imperative, in terms of color, fit and quality. It is the preference of the Gallery to solicit interested parties only to local vendors, within 30 minutes from the Gallery for the purpose of alterations, measurements, and accessibility to a Contractor’s location for pick-up of emergency orders. This solicitation is a Request for Proposal (RFP), No. NGA-RFP-10-0804. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212, Evaluation-Commercial Items is applicable to this acquisition. The NGA intends to make a best value determination in selecting the contractor that will provide the best value to the NGA. Technical evaluation factors will include: (1) Sample Garments (2) Technical Understanding and Methodology for Satisfying the Requirement (3) Past Performance and (4) Quality Assurance Plan, which shall be weighted approximately equally. Technical and past performance, when combined, are significantly more important than cost. The vendor submitting a quote is responsible for providing information in its quote sufficient to allow the Gallery to evaluate the quote using these evaluation factors. Offerors must submit offered prices in a firm-fixed format to the Contract Specialist along with all other required proposal materials before the established deadline. All vendors submitting proposals in response to this RFP must include accurate contact information for three (3) references that can provide the Gallery with a relevant and accurate description and evaluation of the vendor's past performance in providing similar services to those described in this RFP. The services provided for each reference must have been provided by the vendor within the past three (3) years and the services provided for each reference must be similar to the work described in the Statement of Work.
