- This is a Notice of Intent to award Sole Source to MotoMark1, LLC. MotorMark1, LLC provided the following item(s). This purchase is to deliver two certified instructors and staff with comprehensive prior experience in Advanced Motor Officer Street Training and BikeSafe Assessor Training to deliver one five to six-day (approximately 66 hours of specialized instruction with day six reserved for remedial training, if needed) Basic Military Police Motorcycle (BMPM) Driver Training and BikeSafe Assessor Course to personnel designated by MCIEAST. Therefore, all items were non-severable: 1. Scope. This contract is to provide two certified instructors and staff with comprehensive prior experience in Advanced Motor Officer Street Training and BikeSafe Assessor Training to deliver one five to six-day (approximately 66 hours of specialized instruction with day six reserved for remedial training, if needed) Basic Military Police Motorcycle (BMPM) Driver Training and BikeSafe Assessor Course to personnel designated by MCIEAST. Course will have morning, afternoon and evening sessions, with a maximum student capacity of 10 riders. BMPM Driver Training and BikeSafe Assessor Course will be conducted at Marine Corps Base Camp Lejeune (MCB CamLej) or Marine Corps Air Station Cherry Point (MCAS CHERPT). The BMPM Driving Training and BikeSafe Assessor course is tentatively scheduled to begin 13 September 2009. This course of instruction has been endorsed by the Chief of Staff, Marine Corps Installations East. 2. Services. One five to six-day (approximately 66 hours of specialized instruction with day six reserved for remedial training, if needed) BMPM Driver Training and BikeSafe Assessor Course. Course consists of customized, professional-level motorcycle training that will reduce motorcycle mishaps by increasing abilities, skills and recovery techniques, e.g., steering, braking, and lean angle control. Training by two certified instructors with comprehensive prior experience in Advanced Motor Officer Street Training and BikeSafe Assessor Training. 3. Instructors. Only certified instructors with comprehensive prior experience in Advanced Motor Officer Street Training and BikeSafe Assessor Training shall provide this service. Instructors shall be provided at a ratio of one instructor for every two students. Course is scheduled for 10 students; therefore, the course shall have two instructors. 4. Period of Performance. This contract provides for one five to six-day (approximately 66 hours of specialized instruction with day six reserved for remedial training, if needed) BMPM Driver Training and BikeSafe Assessor Course in September 2009. Training on day six will be for any remedial training, remedial road operations, and/or remedial exercises, if needed. Training on day six may be cancelled if not needed. Exact dates to be determined. 5. Course Schedule. The BMPM Driver Training and BikeSafe Assessor Course will be conducted on a mutually agreed upon schedule that will include no more than 10 students and no more than six eleven-hour days over the course of the contract. Personnel will submit nominations to the MCIEAST point of contact prior to acceptance into the course. 6. Course Location. The BMPM Driver Training and BikeSafe Assessor Course will be conducted on the motorcycle range located in the Courthouse Bay Area of MCB CamLej or Foxtrot Taxiway, MCAS CHERPT. 7. Cancellations. BMPM Driver Training cancellations due to weather or other unforeseen circumstances shall be mutually agreed upon by the contractor and government point of contact. Alternate dates will be scheduled by mutual agreement. 8. Description: 8.1Provide one five to six-day BMPM Driver Training and BikeSafe Assessor Course to personnel designated by MCIEAST in September 2009. The BMPM will consist of approximately 66 hours of specialized instruction for 10 students. Training on day six will be for any remedial training, remedial road operations, and/or remedial exercises, if needed. Training on day six may be cancelled if not needed. 8.2.Provide two certified instructors with comprehensive prior experience in Advanced Motor Officer Street Training and BikeSafe Assessor Training and staff at a designated location onboard MCB CamLej or MCAS CHERPT. 8.3.Course of instruction should include customized, professional-level motorcycle training designed to reduce motorcycle mishaps by increasing abilities, skills and recovery techniques, e.g., steering, braking, and lean angle control. 9.Deliverables for Marine Corps Installations East (MCIEAST). MCIEAST will: 9.1Coordinate a schedule for BMPM Driver Training and BikeSafe Assessor Course with the contractor not to exceed 66 hours of specialized instruction for 10 students. 9.2Provide a roster of students prior to commencement of the course. 9.3Provide water for the students. 9.4Provide for chemical toilets. 10. Work schedule adjustments due to emergency installation closures. In the event of an installation closure due to national emergencies, inclement weather conditions (snow and ice storms, hurricanes, tornadoes, etc.) and other emergency situations, notification will be given by TV and radio announcements, telephone, verbal means, etc. MCB CamLej Information Systems telephone number for reporting instructions is (910) 451-1717. MCAS CHERPT Information Systems telephone number for reporting instructions is (252) 466-3093. Upon receiving notification by one of the above mediums that the installation has returned to normal operations, the contractor shall resume normal work hours. 11.Business Access Security Requirements. 11.1Business Access Definition. Contractor/subcontractor employees requiring installation access for periods from one day to one year to MCB CamLej and MCAS CHERPT must obtain a Business Access Identification Badge. Regularly scheduled delivery personnel, to include FEDEX, UPS, Pick-up and deliveries, should also follow the Business Access guidelines described below. Personnel requiring Business Access Identification Badges shall submit all documentation listed below. Badges are not required if the contracted position requires the employee to obtain a Common Access Card (CAC) which will be identified separately within the Government contract. 11.2Installation Security Access Requirements. Contractor shall accomplish the security requirements below within 10 days after award or prior to performance under the contract. 11.2.1 Business Access Identification Badge Requirement. The US Government will issue badges to contractor personnel without charge. Badges will be issued for one year or duration of contract which ever is less. In order to obtain a Business Access Identification Badge and access to MCB CamLej and/or MCAS CHERPT, all personnel providing services under this contract shall be required to present the documentation below to the following offices, as applicable: MCB, Camp Lejeune, NC and its satellite activities. Report as follows:1.Identification Card Center, 59 Molly Pitcher Road for badge (910-451-2727).2.Vehicle Registration Office, 60 Molly Pitcher Road for vehicle decal (910-451-1158). MCAS Cherry Point. Report as follows:Pass and Identification Office, Building 251 11.2.1.1 Photo ID. Valid state or federal issued picture identification card. Acceptable documents include state drivers license, DMV issued photo identification, or alien registration card. 11.2.1.2 Proof of Employee Citizenship or Legal Alien Status. Acceptable documents include birth certificate, Social Security Card, Immigration and Naturalization Service (INS) forms and passports. 11.2.1.3 Proof of Criminal Records Check. Proof of a criminal records check from the county or state where the employee has resided for the previous two years (or length of legal residence for foreign nationals in the U.S. for less than two years). Acceptable sources for criminal records checks include: County Courthouse; Info link Screening Services, Inc. (www.infolinkscreening.com); IntegraScan Criminal Records Checks (www.integrascan.com); Intelius Employee Screening (www.Intelius.com); and Castle Branch (www.castlebranch.com). Subsequent to the initial criminal background records checks, local criminal records checks shall be conducted annually prior to renewal of badges for reevaluation. 11.2.2 Denial of Access. Installation access shall be denied if it is determined that an employee:a.Is on the National Terrorist Watch List.b.Is illegally present in the United States.c.Is subject to an outstanding warrant.d.Has knowingly submitted an employment questionnaire with false or fraudulent information.e.Has been issued a debarment order and is currently banned from military installations.f.Is a Registered Sexual Offender or has any Felony Conviction within the past two years. 11.2.3 Appeal Process. All appeals should be directed to the Installation Inspector's Office for any individual that has been denied access to the Installation. 11.2.4 Display and Disposition of Badges. Contractor employees shall prominently display their badges on their person at all times. Upon completion or termination of a contract or an individual's employment, the Contractor shall collect and turn in badges to the Pass and Identification Office from which it was issued. If the Contractor is unable to obtain the employee's badge for whatever reason, the cognizant Pass and Identification Office will be notified within 24 hours. During the contract performance period contractors will immediately report instances of lost or stolen badges to the issuing Pass and Identification Office. 11.2.5 Proof of Valid Government Contract. The Contracting Department shall submit a letter [on department letterhead] from the Contracting Officer to the Pass and Identification Office indicating location of contract work, contract period, and name of prime contractor. For subcontractors, the prime contractor will provide proof of employment on a valid Government contract (e.g., a letter [on company letterhead]) to include contract number and term. 11.3Contractor Security Requirement Business Access Verification Form. Upon completion of the above process, Contractor shall submit to the Contracting Office the Contractor Security Requirement Business Access Verification form (Attachment # 2) filled out in its entirety. 11.4Contractor and Subcontractor Vehicle Requirements. Each vehicle to be used in contract performance shall show the Contractor's or subcontractor's name so that it is clearly visible and shall always display a valid state license plate and safety inspection sticker. To obtain a vehicle decal, which will be valid for one year or contract period, whichever is shorter, Contractor or subcontractor vehicle operators shall provide:a.A copy of the Contracting Officer's authorization letter with copy to the Provost Marshal's office;b.A valid form of Federal or state government I.D.;c.If driving a motor vehicle, a valid driver's license, vehicle registration and proof of insurance.Upon completion/termination of this contract or an individual's employment, the Contractor shall collect and turn in to Vehicle Registration all Government vehicle decals. If any are not collected, the Contractor shall notify the Vehicle Registration Office within 24 hours. 11.5Contractor and Subcontractor Employee Vehicle Requirements. In order to obtain a vehicle decal for one year, the Contractor and subcontractor employees shall provide to the Vehicle Registration office:a.A copy of the Contracting Officer's authorization letter with copy to the Provost Marshal's Office;b.Proof of employment on a valid Government contract (e.g., a letter [on company letterhead] from the prime contractor including contract number and term);c.A valid form of Federal or state government I.D.;d.If driving a motor vehicle, a valid driver's license, vehicle registration and proof of insurance.Upon completion/termination of this contract or an individual's employment, the Contractor shall collect and turn in to Vehicle Registration all Government vehicle decals. If any are not collected, the Contractor shall notify the Vehicle Registration Office within 24 hours. 11.6Security Checks. Contractor personnel and vehicles shall only be present in locations relevant to contract performance. All Contractor personnel entering the base shall conform to all Government regulations and are subject to such checks as may be deemed necessary to ensure that violations do not occur. Employees shall not be permitted on the installation when such a check reveals that their presence would be detrimental to the security of the base. Subject to security regulations, the Government will allow access to an area for servicing equipment and/or performing required services. Upon request, the Contractor shall submit to the Contracting Officer questionnaires and other forms as may be required for security purposes. 12. Final Receiving Report. The requesting activity will submit a final receiving report stating that services have been received and accepted to the CONTRACT ADMINISTRATOR within 30 calendar days of contract completion. 13. Role of the Contracting Officer's Representative (COR) for Inspection, Acceptancy and other duties. 13.1 Responsibilities. Performs surveillance and inspection of services required under this contract; determines the adequacy of contractor performance per contract specifications; acts as the Government's representative at the work site; insures compliance with contract performance requirements; and advises the CONTRACT ADMINISTRATOR of any factors that may cause performance delays. The COR cannot authorize deviation from contract requirements. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This Notice of Intent is not a request for competitive quotes. However, the government will consider all quotes received within 1 day after date of publication of this synopsis. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. U.S. Postal Service should be mailed to MCIEAST Contracting Department, Attn: Sgt Richardson, P.O Box 8368, Camp Lejeune, NC 28547-8368. Federal Express or hand carried must be delivered to Contracting Department, Attn: Sgt Herbert, Bldg 1116, Camp Lejeune, NC 28547 during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM EST. Facsimile to Attn: Sgt Herbert at (910)451-2193. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Quoters bear the burden of ensuring that the quote reaches the designated Contract Specialist on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The Quoter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 1 September, 2009.
