- The purpose of this announcement is to provide answers to submittedquestions. The attached are answers to all questions that have been received in regards to the various DRAFT Performance Work Statements (PWSs) that have previously been provided to Industry. Any change to any of the PWSs will be reflected in the FINAL PWSs that will be released when the FINAL RFP is issued. The answers provided are not binding on the U.S. Government. Answers to questions received on the previously provided DRAFT RFP Sections L and M will be provided at a later date. The Space and Naval Warfare Systems Command (SPAWAR) on behalf of the Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) International C4I Integration Program Office (PMW 740) intends to issue a Request for Proposal (RFP) for a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) requirement for Taiwan Integration and Support Services (TISS). This effort will include services required for implementation, integration, and life cycle support of Taiwan Military Operations. These services are being acquired in support of Foreign Military Sales (FMS) cases for the Taiwan Ministry of National Defense (MND). The RFP for this competitive effort is expected to be released by mid-October 2009, with award estimated by 3rd quarter FY10. SPAWAR intends to award between two (2) four (4) basic IDIQ contracts for this requirement; however, SPAWAR reserves the right to make fewer or more awards should it be in the Government's best interests to do so. Concurrently with the IDIQ award(s), SPAWAR also intends to award a Delivery Order (DO) for a Program Management Plan (PMP) to every Offeror who is awarded a basic IDIQ. SPAWAR also intends on awarding two (2) additional DOs, for Life Cycle Engineering and Software Maintenance and for Life Cycle Operations and Support, that will be awarded shortly after award of the basic IDIQ(s) and the PMP DO(s). The IDIQ contract(s) will provide for an ordering period over a five year period (2010-2014), including options. Potential FMS cases during this period include system engineering and support for defense systems, hardware, and software that will require integration with existing Taiwan MND systems, as well as life cycle (LC) services for existing Taiwan MND systems. Attached to this announcement is an initial draft Section L Instructions, Conditions, and Notices to Offerors, and an initial draft Section M - Evaluation Factors for Award. You are requested to review the attached documents and submit any questions and/or provide any feedback to the e-mail addresses provided below by COB 20 August 2009. Additionally, SPAWAR and PMW 740 will be holding an Industry Day on 01 September 2009 in order to provide Industry additional clarification and insight to this TISS requirement. This brief will be held in San Diego, CA, at the MITRE Corporation facility located at 2280 Historic Decatur Rd, San Diego, CA 92106. Specifics on registration and any other necessary data on Industry Day will be provided via the SPAWAR E-Commerce Central and Federal Business Opportunities (FedBizOpps) websites by 21 August 2009. Video and audio teleconference connections will not be available. This pre-solicitation notice is provided for informational purposes only and is not a Request for Proposal (RFP). This synopsis does not constitute an invitation for bid or RFP, and is not to be construed as a commitment by the Government to issue a contract or order.
