- NASA/JSC has a requirement for International Space Station Lithium Ion Cell DesignExaminations and Production Line Audits.NASA/JSC intends to purchase the items from Exponent Failure Analysis in Menlo Park,California.The objective of this effort is to compare 6 lithium ion (li-ion) cell design candidates,which could be building blocks for a 120Volt (V), 100 Ampere-hour (Ah) InternationalSpace Station (ISS) battery. The objective of this comparison is to determine which cellhas the lowest probability of catastrophic field failures through non-destructivecomputer tomography scans and destructive physical analysis. Additionally, an effort to generate cross-sections and audit the fabrication line of adown-selected set of 3 of these cell designs will exist. The purpose of the audits willbe to assess manufacturing measures taken to mitigate defects that could cause internalshorts. This effort will require using proprietary methods to examine and disassemble samples ofthese cell designs to determine which is more robust against internal short circuithazards.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:30 p.m. local timeon September 4, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
