- Small Business Interest in performing Comprehensive Product Development System Assessment The purpose of this announcement is to gauge small business interest and capabilities for performing a Comprehensive Product Development System Assessment, US Army ARDEC, Picatinny Arsenal, NJ. The primary purpose would be to conduct a comprehensive assessment and an in-depth analysis of the four areas of Strategy, Process, Organization/People, and Technologies/Tools as they relate to ARDECs Product Development System. The diagnostic analysis shall also identify big bang opportunities for improvement based on statistical and historical data available to the small business performer of multiple world class industry leaders in product development. This historical data will not be provided by US Army ARDEC. The offeror/contractor will also assist ARDEC in pinpointing areas of significant improvement opportunity, and developing/implementing specific improvement initiatives in relation to its product development system. US Army ARDEC expects the following benefits from this assessment: 1) An accurate assessment of ARDEC's entire product development system. 2) Provide leadership and their subordinates with an accurate map of current product development practices that identify gaps against best-in-class practices, as based on actual historical and statistical data over the past ten years (at a minimum). 3) Assess the extent to which all functional groups within ARDEC are simultaneously engaged in practicing concurrent product development. 4) Rapidly use the diagnostic report for improving PD practices resulting in a map of ARDECs "AS IS" state of inter-functional integration vs. a "SHOULD BE" system with planned actions to achieve PD improvement. Interested small businesses are encouraged to submit a capabilities statement/document describing corporate experience in performing similar services that would meet ARDECs expected benefits listed above. This sources sought notice does not constitute a formal solicitation, therefore no proposals will be accepted at this time. Offerors/contractors will not be compensated for participating. Not responding will not affect an offerors ability to compete for this requirement should an RFP materialize in the future. Requests for proposals, if and when issued, will be available on the Internet at FedBizOpps.gov. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information of the submission of the contractors information. Proprietary information will be safeguarded in accordance with applicable Government regulations.
