Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Roche Diagnostics Corporation, 9115 Hague Road, Indianapolis, Indiana 46250-0457, as the only source that can provide a multi-channel analyzer for testing Department of Defense (DOD) military and civilian personnel for the presence of drugs of abuse to the Armed Forces Medical Examiner Services (formally Armed Forces Institute of Pathology (AFIP)), Rockville, Maryland. Specifically, the multi-channel analyzer shall be compatible with the current inventory of validated reagent kits on contract that have been validated through acceptable performance testing and are compatible with the DOD Forensic Toxicology Drug Testing Laboratory - Information Management System (FTDTL-IMS). In addition, the multi-channel analyzer shall be an open channel system with a minimum of 45 channels, which can use reagent kits from vendors outside of the manufacturer of the instrument. Specifically, the contractor shall provide: - Cobas® 4000 Analyzer Series (model c311) This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Shannon Lertora at Shannon.Lertora@med.navy.mil. Statements are due by 5:00 pm EST on 07 September 2009.
