- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) W912CM-09-T-0215 Request For Quotation (RFQ) (iii) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this/these address (es): http://farsite.hill.af.mil/VFFARA.HTM or http://acquisition.gov/far/. See attachment for local USACCE clauses. (iv) Applicable NAICS code to the below line items is 811310. This solicitation is unrestricted. (v) Contract Line Item Numbers (CLINS): 0001: Overhaul of Sideloader - 1 each Overhaul of Sideloader in accordance with the Performance Work Statement to include full warranty for parts and labor for a minimum of 12 months. FFP. FOB: Destination 0002: Overhaul of Sideloader - 1 each Overhaul of Sideloader in accordance with the Performance Work Statement to include full warranty for parts and labor for a minimum of 12 months. FFP. FOB: Destination 0003: Overhaul of Sideloader - 1 each Overhaul of Sideloader in accordance with the Performance Work Statement to include full warranty for parts and labor for a minimum of 12 months. FFP. FOB: Destination 7500: Contractor Manpower Reporting 1 each Contractor Manpower Reporting in accordance with PWS Para. 6. FFP. FOB: Destination (vi) Description of requirement: Overhaul of three Klaus 26 Ton Side Loader Cranes Overhaul of Sideloaders in accordance with the Performance Work Statement to include full warranty for parts and labor for a minimum of 12 months. Contractor Manpower Reporting in accordance with PWS Para. 6. (vii) Date of Delivery: Requested Delivery date for Item 0001 and Item 0002 is 16 weeks ADC. Requested Delivery date for Item 0003 and Item 7500 is 24 weeks ADC. Place of pick up, delivery, and acceptance for all items FOB is Miesau Ammo Depot, Germany. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Addendum to 52.212-1: (1) Submit any information to determine technical acceptability for the following criteria to be evaluated in accordance with the Paragraph ix below: (a) Provide details of prior experience (date, quantity and technical skills still available) on three projects pertaining to with the Klaus 26 Ton or similar type of side loading crane and associated equipment. (b) Any commercial Technical Literature for services offered to assist in evaluating technical acceptability is requested. Vendors must be registered and active in Contractor Central Registration (CCR) http://www.ccr.gov/. (ix) The provision at 52.212-2, EvaluationCommercial Items is appliacable to this acquisition. Award will be made to the responsible vendor with lowest priced technically acceptable (LPTA) quote that meets the minimum requirements listed above in each line item. The following factors shall be used to evaluate offers: (1) The lowest total price offered that is technically acceptable. (2) Technical acceptability is a pass or fail factor. Offer will receive a rating of pass if it deomonstrates that the offeror has had prior experience working with at least three (3) Klaus 26-ton or similar type of side loading cranes and associated equipment. Award is all or none basis.
