- Schedule B Scope of WorkArchitectural / Engineering ServicesContract No. Unassigned Firm: UnassignedCO: Kreme T Davis COTR: Dodd VA North Texas Health Care System, Dallas, Tx is soliciting Emerging Small Business for the following Scope of work. Project #549-08-122, Replace Campus Fire Alarm System (Phase 1- As-Built Drawings) Provide A/E services to document current as-built Fire alarm system conditions at the Dallas VA Medical Center. Work will include, but is not limited to, documentation of all existing Fire alarm system device locations and routing along with smoke and fire compartment verification and documentation. A/E will be provided with all existing VA Dallas F/A documents. A/E will through thorough investigation of existing documents and through thorough detailed site investigation, verify, correct, modify, and produce a true and accurate set of As-Built Fire Alarm System documents. Primary emphasis will be on patient buildings and secondary emphasis on non-patient buildings. A/E cost proposal will reflect separation of patient and non-patient buildings. Intent of project is to provide as-built documentation for use in design and construction documents for phased replacement of existing Fire Alarm system. As-Built document content shall comply with all VA standards. A/E shall possess a working knowledge of VA standard specifications and design document criteria. Current VA standards and specifications may be accessed and downloaded on the Worldwide Web, VA Web site @ vaww.va.gov. A non-reimbursable pre-proposal site visit will be conducted prior to submission of proposal. Scheduled project meetings will consist of a kick-off meeting at which time notice to proceed will be issued and review meetings at 35% and 95% document completion. VA project representatives will be present to provide input and initial direction. All contact with project user groups outside stated scheduled project meetings, will be scheduled and facilitated by the A/E. As-Built /content review submissions will be followed within approximately 2 weeks of submission by a scheduled design /content review meeting. 35% documents will be submitted within 60 days of NTP. 95% documents will be submitted within 90 calendar days of the 35% design review meeting. 100% documents, including all required corrections, will be submitted within 30 calendar days of the 95% review meeting. All time frames are excluding government review time, estimated at 2 weeks between submissions. Total project design will be accomplished within 180 calendar days, excluding VA review time. 35% & 95% review submissions will consist of 5 bound sets of documents. Final submission will consist of 10 sets of bound drawings and 10 sets on compact disks. Plans are to be produced on AutoCAD 2000 for Windows or latest version. To be considered for selection, firms must meet the following minimum qualification requirements before evaluation criteria will be applied: 1. Hospital experience required. 2. Thorough working knowledge of VA standards, specifications and design criteria related to fire alarm systems. 3. Servicing offices of prime and all consultants must be located within a 50 mile radius of Dallas, Bonham or Ft. Worth, Tx. 4. Competition is limited to Emerging Small Businesses. Upon meeting the minimum qualification requirements, A/E selection will be based on the following criteria: 1. PAST PERFORMANCE WHICH EXHIBITS SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN MAJOR MEDICAL CENTER FIRE ALARM DESIGN 2.PAST PERFORMANCE WHICH EXHIBITS ABILITY TO DESIGN WITHIN BUDGETED COST LIMITATION AND PREPARE ACCURATE AND HIGHLY DETAILED CONSTRUCTION COST ESTIMATES. 3. PAST PERFORMANCE AND CURRENT METHODOLOGY PERTAINING TO QUALITY CONTROL METHODS USED TO INSURE TECHNICAL ACCURACY OF WORK. 4.PAST PERFORMANCE AND CURRENT WORK STATUS WHICH EXHIBITS CAPACITY TO ACCOMPLISH WORK IN THE REQUIRED TIMEFRAME. 5.PROFESSIONAL QUALIFICATION OF STAFF AND CONSULTANTS. Criteria 1, 2 and 3 are more important than Criteria 4 and 5. Criteria 1, 2 and 3 are equal in importance. Criteria 4 and 5 are equal in importance. The A/E team shall possess a thorough working knowledge of VA standards, specifications and fire alarm system design criteria. The A/E will also possess a thorough working knowledge of Life Safety, and NFPA codes, UL requirements, and standards. All contract drawings shall be produced on AutoCAD (Latest Version) for Windows NT. Compact Disks and mylars of drawings shall be provided. Standard AIA AutoCAD layering Title blocks shall be utilized. All specifications and written documents shall be provided in Latest Version of Microsoft Word for Windows. Any required scheduling shall be provided on Latest Version of Microsoft Project.
