- Description
- The Department of Homeland Security (DHS), Transportation Security Administration (TSA) is requesting information from external sources with applied statistics and quantitative science expertise to support an existing program need. This program uses covert testing to develop performance measures for airport checkpoint and checked baggage screening areas. TSA staff located at nationwide airports (the "field") conducts the covert tests, whereby role players plant various threat items on their person and/or in their property and proceed through the checkpoint or checked baggage screening process to test threat detection capabilities. Test results are combined to generate national pass rates for checkpoint and checked baggage. TSA is seeking capabilities to address the following programmatic needs: Determination of whether the existing testing framework and resulting data can achieve airport-level statistical significance. Identification of "up and coming" statistical approaches to measure airport-level screening performance. Determination of whether the existing testing framework and resulting data can achieve national-level statistical significance. Additional program characteristics to consider include the following: Testing is conducted within a specific timeframe. The program office assigns tests of varying type and level of difficulty to the field. Each airport may not receive an equal number of tests. Most tests use standard threat items; however, exact threat item placement and other items used vary among tests. Each test is developed and conducted according to a Standard Operating Procedure (SOP). Each test type and level has a set of required parameters along with optional variables. Vendors responding to this RFI shall provide information to the points of contact listed herein which supports any past performance and/or current research addressing the stated needs. This announcement is for the purposes of market research only; no solicitation is being issued and may not result from this announcement. The government will not pay for any information received in response to this announcement. Vendors should list any available government contract vehicles and contract numbers in their responses (e.g., GSA schedule contracts). Further information may be requested from respondents to this announcement. All responses are to be received no later than Wednesday, September 16, 2009.
