Description

The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to negotiate on a sole source basis with L3 Communications MariPro, Inc., 1522 Cook Place, Goleta, CA 93117, in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The purpose of this procurement action will be to support Hydro Acoustic Information Link (HAIL) units on Special Operations Purpose (SOP) Platforms. Services will include training, technical support, service, upgrades, logistics support, new requirements generation, and maintenance. The HAIL is an underwater communications system that is virtually undetectable. The HAIL technology is proprietary to L3 Communications MariPro, the original equipment manufacturer (OEM); therefore, MariPro is the only source capable of providing these support services on these highly specialized systems. Market research has revealed there may be similar technologies available; however, these technologies would not be compatible with the existing MariPro HAIL systems already in service on SOP platforms. The Government anticipates awarding one contract related to this announcement for a period of five years with a potential maximum of up to $6,000,000. See note 22.
