Description
This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in FAR Subpart 12.6, assupplemented with additional information included in this notice. Thisannouncement constitutes the only solicitation; proposals are beingrequested and a written solicitation will not be issued. Thesolicitation document and the incorporated provisions and clauses arethose in effect through Federal Acquisition Circular 05-36. The VeteransHealth Administration at American Lake, Tacoma, Washington is solicitingbids for a contractor to provide copier maintenance services at theVeterans Healthcare Facility located in Anchorage, Alaska. Thecontractor shall be required to maintain and repair as required thecopiers that are the subject of this solicitation in accordance with thecontract Performance Work Statement. The projected performance period isfrom 01 October 2009 through 30 September 2010 with four one-year optionperiods. The place of performance is the Veterans Healthcare Facility,Anchorage, Alaska. The following Contract Line Items are relevant tothis procurement: CLINs 0001, 1001, 2001, 3001 and 4001: Copiermaintenance and repair services in accordance with the attachedPerformance Work Statement (PWS) for the units listed in Appendix A ofthe PWS. Base Year Period of Performance (POP) is from 01 Octoberthrough 30 September. CLINs 0002, 1002, 2002, 3002 and 4002:Requirements Item: Excess Usage Charge for all copiers in accordancewith the Performance Work Statement (PWS) for copies over and above themonthly allowance; priced per copy. Base Year Period of Performance(POP) is from 01 October through 30 September. CLINs 0003, 1003, 2003,3003, and 4003: Requirements Item: Replacement Parts for repairs notcovered under basic contract. Base Year Period of Performance (POP) isfrom 01 October through 30 September. This solicitation will result in afirm fixed-price contract. This procurement is a 100% set-aside forService Disabled Veteran Small Businesses. The Request for Proposal(RFQ) number is VA-260-09-RQ-0521. The applicable NAICS code is 811212and the small business size standard is $25 million. Offers are due nolater than 16 September 2009 at 12:00:00 PM Pacific Standard Time. Theprovision at FAR 52.212-1, Instructions to Offerors Commercial (JAN2004), applies to this acquisition. Offers will be evaluated using thebest value selection method. The following are the evaluation factors tobe used: Technically acceptable, price, delivery time and pastperformance. Technically acceptable means the vendor has current andon-going certification to maintain the copiers that are covered in thisrequirement. Delivery means able to meet the delivery time frames forservices covered by this requirement. Past performance meanssatisfactory or neutral performance on past contracts of similar scope.The contract will be awarded to the offeror that provides the best valueto the Government. The clause at 52.212-4, Contract Terms and Conditions-- Commercial Items (OCT 2003) applies to this acquisition. All offersmust include a completed copy of this provision.
