Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number NIH-NICHD-09-146. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-36 dated 08/11/2009. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and issued as Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. Contract Type: Commercial Item-Firm Fixed Price. All responsible sources may submit a quote which shall be considered. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH) intends to procure a state-of-the-art spinning disk confocal system in order to perform a variety of experiments involving rapid time-lapse imaging combined with photoactivation, photobleaching with the ability to automatically focus specimens. Some of the projects such a system would be used in include (but not limited to): •Analysis of actin dynamics at the cell periphery; •Characterization of intraflagellar transport in the primary cilium; and •Visualizion the origin and lifetime of different organelles Parameters of Consideration for the Evaluation of Systems: 1.Image Quality; 2.System Stability – the system will be used regularly and by many people; 3.Speed; 4.Laser power required for imaging – to minimize photodamage of the sample; 5.Quality of Photoactivation/photobleaching unit – system that is fully integrated into the microscope and can be used from one computer; and 6.System Flexibility and upgrade opportunities Unique Features of the System 1.Self-setting spherical aberration correction device – this will allow for the system to optimize the detected optical plane in either widefield or confocal microscopy; 2.Ability to run FRAP/Photoactivation experiments without slowing down image acquisition; 3.Ability to control variable wavelengths using electronics so that multiple wavelengths can be acquired while the camera runs in stream mode; 4.Ability to perform FRAP/PA during any image capture without a pre-defined capture script to operate; 5.Inclusion of a super-resolution particle tracking module for developing super resolution image maps; and 6.Ability to be upgradeable for FCS imaging. Delivery will be made to Bethesda, Maryland 20892. The following factors shall be used to evaluate offers: 1) Technical capability to meet and fulfill required specifications and 2) Price. The Government informs all offers that technical capability and price will be equally evaluated in determining the best overall best value to the Government. No specific tradeoff have been identified, however, any/all risks to the project and overall performance (technical and price) in meeting the goals of the solicitation will receive paramount consideration before selection of the vendor/awardee.The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items and FAR 52.406-7 Central Contractor Registration (2003). Warranty information to include period and coverage shall be stated. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
