- The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Quantum Analytics, 363 Vintage Park Drive, Foster City, CA 94404-113 under the authority of FAR 6.302-1, Only One Responsible Source Available. The FBI requires a Joint Analytical System's (JAS) 23700AA Atomic Emission Detector (AED) in order to attach to Agilent's 7890A Gas Chromatograph and 5975C Mass Spectrometer for chemical agent analyses. The FBI currently owns an Agilent 7890A GC and 5975C MS and requires an identical instrument of each in order to maintain existing methodologies and performed analyses. Furthermore, the JAS 2370AA AED is the only commercially available atomic emissions detector on the market; and, Quantum Analytics is the exclusive distributor for the JAS AED product line as well as a premier channel partner for Agilent technologies in the United States. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only one responsible source can provide the requested items due to the fact Quantum Analytics is the exclusive distributor of the JAS 2370AA AED in the US and has the necessary teaming arrangements with Agilent in order to install the separate instruments as well as provide the requisite training for both JAS and Agilent products This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Monday, August 31, 2009, via e-mail to Dina.Olibah@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
