SINCGARS Engineering/Field Support Services Market Survey - W15P7T-09-R-S854 Description: THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Army requires engineering/field support services for the Single Channel Ground and Airborne Radio System (SINCGARS), SINCGARS radio enhancements, Internet Controller (INC) and INC enhancements, the Tactical Data Router (TDR), the SINCGARS Direct Support Test system AN/GRM-122, and the Embedded Global Position System (GPS) (EGR). The Army also requires overall integration support for the above products with the Enhanced Position Location Reporting System (EPLRS) and the Tactical Internet (TI), and other SINCGARS system components such as the Vehicular Remote Control Unit (VRCU), GPS Fan Out Box, and the Single Advanced Systems Improvement Program Radio Mount (SARM). CONUS and OCONUS field support services may be requested on an as needed basis in response to field reported issues. General engineering services including integration, technical/operational test support and analysis as required or requested in support of the Advanced SIP, Advanced SIP-Enhanced, and RT-1523G radio programs to include crypto modernization. Also incuded are improvements to the current SINCGARS product line to include attachments to the ASIP/ASIP-E radio for future interoperability such as the Joint Tactical Radio System, Hand held Manpack and Small, Small Form Factor Soldier Radio Waveform (JTRS HMS SFF-S) Sidehat. These attachments could potentially implement the Soldier Radio Waveform (SRW) and Enhanced Position Location Reporting System (EPLRS) waveforms among other JTRS library waveforms. Other improvements to t he SINCGARS program include the fielding and upgrade of the embedded GPS receiver (EGR) to implement M-Code capability and the implementation of a Radio Based Combat Identification (RBCI) and Radio Based Situational Awareness (RBSA) function in the SINCGARS radio family. The Government also requires the necessary system integration/engineering support of the ASIP and ASIP-E radio test bed known as GRM-122. The contractor shall also provide the necessary system integration/engineering support to develop installation procedures to install a VRCU capable of providing full function remote capability for two (2) SINCGARS radios in selected Army platforms such as the Tactical Fire Fighting Truck (TFFT). The contractor shall support the INC to correct deficiencies associated with the tactical internet and to evolve the tactical internet to support the added evolutionary functionality provided as a result of Force Battle Command Brigade and Below (FBCB2), Blue Force Tracking (BFT) and the follow-on Joint Battle Command Platform (JBCP) development and enhancements. All changes included in this effort affect the SINCGARS SIP INC software, which include, but are not limited to, a Linux IPv6 upgrade, IPv6/IPv4 gateway compliance, SCA compliance, the ability to support Dynamic Host Configuration Protocol (DHCP), and the appropriate Management Information Base (MIB) upgrade associated with each change and the appropriate maintenance including working group support. Changes appropriate to the interoperability between the USMC and Army through the Force XXI Battle Command Brigade-and-Below (FBCB2) Joint Capabilities Release (JCR) will also be supported. This interface shall be ported to the new INC circuit card assembly (CCA) along with other INC application and operating system software. Interested sources which have technical knowledge of SINCGARS radio family elements and can provide support to the level described above are invited to send a response describing in detail their ability with regard to each of the areas listed above. Proprietary information is not being solicited. The Government will not reimburse interested sources or responders to this notice for any costs incurred in responding, or for subsequent exchanges of information. The following technical addendum was added 27 August 2009: The SFF-S Sidehat is a potential Small Form Factor variant of the JTRS HMS family of products. It was identified in the JTRS Migration Plan submitted to Congress in April 2009 as one potential HMS variant that could be used to satisfy Army Net Centric communications requirements in the future. This item is mentioned in the Sources Sought only as an example of work that could be required under this contract for Engineering/integration support. This was not intended to indicate that this effort is currently an approved or funded endeavor. Each effort pursued under this engineering support contract will include full documentation and data rights to support future use by other vendors. There is no requirement for the INC to be SCA compliant as related to the SINCGARS Program of Record (POR). The reference to SCA compliance for the INC in this survey is related to a potential requirement to use the engineering support here to assist with the integration of a JTRS NED funded effort to develop an SCA compliant INC software capability for the JTRS library and family of products. There are 2 obsolescence redesign efforts underway in relation to the INC 1) Incorporation of a LINUX Operating System (OS) in replacement for the current PSOS OS which is no longer supported and addition of IPV4/IPV6 dual stack routing capability in accordance with a DOD Mandate and 2) An upgrade of the near term projected obsolete 860 processor to an 8270 processor for future sustainment of the INC. This includes porting the LINUX software to the 8270 processor board. 3) The INC is also continuously being enhanced to add router functionality in support of changes to the Tactical Internet. The latest change was to add DHCP routing protocol to support JCR. This effort encompasses use of engineering support to integrate any potential accessory device which is physically integrated into the SINCGARS footprint. A potential Sidehat running JTRS waveforms is only one example of what this accessory device may do. Radio Based Combat ID (RBCI) is a Joint Battlefield Combat Identification 9JBCI) program for anti-fratricide capability on the battlefield and encompasses a collection of solutions of which RBCI is only one. RBCI implementation effects a multitude of systems of which SINCGARS is the enabler. The SINCGARS portion of this effort is completed. This engineering contract will support the integration and fielding of this capability to the Army and/or Joint Forces. The effort defined in the scope of work address Engineering changes to enhance fielded SINCGARS products, test and integration of capabilities identified by any vendor using SINCGARS as a piece of the whole and field engineering support. As an ECP process OPA dollars will primarily be used to support this contract. In the case of integration efforts paid for by other project offices R&D dollars may in come cases be used as the only source of funds available to the requesting agency.
