August 28, 2009 ENVI Software Licenses for the Office of Surface Mining Notice of IntentThis is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.201, for Full and Open Competition after exclusion of sources and FAR Part 13.5, Test Program for Certain Commercial Items. The Office of Surface Mining, Western Region, 1999 Broadway, Denver, Colorado, 80202 has a requirement to procure the following item: Statement of WorkProject ObjectiveTo provide specific ENVI licenses for the Office of Surface Mining (OSM), Technical Innovation and Professional Services (TIPS) program. These licenses are required to conduct ENVI image processing and ENVI Ex image processing in ArcGIS. The ENVI suite of software will provide the tools necessary to evaluate available image processing software packages on the market to support the Surface Mining Control and Reclamation Act (SMCRA) activities for OSM offices, States and Tribes. BackgroundTIPS established a software application support training program specific of the use of the software to support the Surface Mining Control and Reclamation Act - Title IV and V applications, including permitting analysis, AML reclamation design, construction and monitoring. TIPS software training is a cooperative State-Federal effort. These classes are specially designed to address mining specific applications, as requested by TIPS users and the TIPS steering committee, and therefore are uniquely different from courses available from the vendors and presented to the general public. In addition, image processing software are being evaluated for use in the eight on-going prototype projects. The ENVI suite of software will be evaluated for best tools available to provide to our customers in support of SMCRA.Scope of Work1.Provide ITT Visual Information Solutions ENVI Windows Network Floating License which shall include one year of maintenance and technical support.2.Provide ITT Visual Information Solutions ENVI Feature Extraction Module Network Floating License.3.Provide ITT Visual Information Solutions ENVI Atmospheric Correction Module Windows Network Floating License.4.Provide ITT Visual Information Solutions ENVI DEM Extraction Module Windows Network Floating License.5.Provide ITT Visual Information Solutions Exploring ENVI training course in federal fiscal year 2010 for one trainee.Deliverables and Schedules:1.Deliverables shall be the aforementioned floating software licenses, any associated hardware keys and training. Schedule for software license deliverables will be no later than September 30, 2009 and training will be provided during the federal fiscal year 2010. The Government intends to award a sole source contract to:ITT Visual Information Solutions, 4090 Pearl East Circle, Boulder, CO 80301 The Government will consider all responses received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
