Description
The US Army Office of the Program Manager Close Combat Systems (OPMCCS),Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey to identify potential sources to provide the Remote Deployment System (RDS). It is preferred that this device is Commercial Off-The-Shelf (COTS), production ready or near the final development phase. The RDS shall provide the capability to remotely deploy an M2 VLAD or Single Net Solution (SNS). The M2 VLAD is a 3 by 6 meter, 39 pound, high strength Dyneema polyethylene net with two rows of barbed spikes on the leading edge. The SNS is a larger version of the M2 VLAD. The net material is the same as the VLAD and is 5 by 6 meters with the second row of spikes being larger than the front row. This net weighs around 70 pounds. The standard deployment method of the M2 VLAD net is to pull it across the street in front of the target vehicle using lanyards. The RDS should be reusable and retained for use with replacement nets. The RDS should be a low risk solution requiring limited development and modification of existing technology. The RDS should be self-contained unit i.e. not requiring an external power source. The RDS should be designed to require minimal maintenance. The following are additional requirements of the RDS: The RDS shall remotely activate (deploy) the M2 VLAD and the SNS nets by wire at distances of up to 100 meters or more. The RDS shall deploy the M2 VLAD or SNS in two seconds or less. The RDS shall be light enough to be carried by two persons, with an objective of one person. This is to ensure quick set up and recovery time of the system. This also ensures a small form factor giving it a smaller logistics footprint. The RDS setup and installation time shall be 15 minutes or less for one person. The recovery time of the RDS shall be 15 minutes or less for one person. The RDS will be capable of satisfactory performance after non-use storage and transportation in climactic categories Cold, Basic and Hot as defined in Army Regulation (AR) 70-38 or in accordance with other appropriate service regulations or ANSI / ISO standards. The RDS shall be able to use multiple activation switches. A footswitch is the preferred method of activation. Interested parties that believe they can meet the above requirements shall submit a capabilities statement to include: a brief system description, development status, a summary of tests conducted, and a description of required maintenance and frequency. Responses should also include a current business structure: (a) name of Company, company address, technical point of contact with telephone numbers (voice and fax), e-mail address, and (b) Company size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc) as well as provide minimum and maximum monthly production capabilities. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding for any activity to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
