- DRAFT Schedule B for VDATS General Description: VDATS was developed by the Government and identified to serve as a standard depot automated test system for the United States Air Force. It is recognized as a member of the DoD Family of Testers. The current VDATS has a baseline test capability which will require further enhancements as new support requirements are identified. Therefore, as the overall VDATS system capability evolves and grows so too will the production and support requirements grow and evolve. The scope of this contract will include efforts related to the development, modification, enhancement and maintenance of the VDATS system capability to include any sub-systems or instrumentation currently or subsequently integrated into the VDATS architecture for the operation of VDATS as a wholly reconfigurable test system. This would include, but not be limited to, the stimulus and response measurement of current digital, analog, radio-frequency (RF) test capability enhancements to include, but not limited to, electro-optical, microwave, and cryptological test capability enhancements deemed necessary to support future test requirements. This would include any other sub-system or instrumentation that will contribute to the continuous overall functionality of the VDATS as a system. VDATS is a DoD Family of Tester which provides Air Force customers with a common core Automatic Test Equipment (ATS) test and repair solution that is flexible to accommodate future and expanding customer requirements. VDATS was created, designed and is currently being produced by 402 MXW as a common-core tester. VDATS provides a standard Automatic Test Station for the Air Force and is centrally supported through the Air Force ATS product group management office. This Performance Based Acquisition (PBA) will provide for production/manufacturing and parts availability in support of the VDATS to include test stations and ancillary equipment. This tester is an integral part of the Government's in-house electronics repair capability and this PBA contract is being initiated to support its fielding and operational utility. The Government's intent is to establish a flexible means by which the tester, and other related hardware, may be purchased and supported with guaranteed availability of serviceable replacement components. VDATS will be procured in three (3) difference configurations: Digital-Analog (DA-1), Digital Analog (DA-2) and Radio Frequency (RF). The VDATS Digital-Analog (DA) tester consists of a common-core set of state-of-the-art instrumentation and Radio Frequency (RF) auxiliary unit further increases test capability. New configurations may be developed during performance of this contract; therefore, additional configurations may be added to this contract. Existing and new VDATS ancillary equipment shall be used with the VDATS stations to meet the full range of testing currently performed on all configurations of the VDATS. All VDATS shall be compliant with the VDATS specification and all other applicable documentation. The following information as applicable to this requirement is included in the attached DRAFT Schedule B as previously provided in www.fedbizopps.gov under reference number FA8535-09-R-0001 identified as "DRAFT" Request for Proposal for Versatile Depot Automatic Test Station (VDATS): (1) National Stock Numbers (NSNs), as applicable for First Article, Manufacture/Production. NSNs for parts availability are not stock listed. (2) Quantity, including options (3) Unit of Issue (4) Destination information (5) Delivery Schedule (6) Duration of the contract period The specifications will be posted to FedBizOpps with the final RFP. These specifications are Export Controlled documents and designated as "Military Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document.
