Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army RDECOM, Natick Contracting Division has an acquisition requirement for the he development of materials and methods that will supplement K12 curricula as defined by Massachusetts curricula frameworks by: Partnering with schools in the development of curriculums and in providing Science & Engineering (S&E) expertise in the classroom. In providing S&E expertise in the classroom emphasis will be given to activities which promote the Armys image as a developer and user of advanced technologies by highlighting NSRDECs unique missions, people and facilities. Working with local schools to organize and support teacher professional development activities centered around effective teaching strategies and methods for the teaching of STEM concepts where NSRDEC by virtue of its unique mission, experti se of its personnel and/or its facilities can provide value not otherwise readily available. Providing professional development opportunities for teachers to develop methods and strategies for introducing S&Es into the classroom to work with students in the application of STEM concepts. Use these opportunities to communicate the Armys role as a developer and user of advanced technologies and to highlight NSRDECs unique missions, people and facilities. Identifying short-term opportunities for secondary school teachers to work within NSRDEC facilities alongside S&Es where the teacher can gain additional understanding and appreciation for the practical application of STEM and for NSRDECs unique missions, people and facilities. This is a 100% Small Business Set-Aside combined synopsis/solicitation W911QY-09-T-0049. The NAICS Codes for this acquisition 813990. Quotes may be submitted via overnight or regular mail to Stephen S. Abate c/o U.S. Army RDECOM, Natick Contracting Division ATTN: AMSRD-ACC-NS, 1 Kansas Street, Natick MA 01760-5011. Questions may be addressed to Stephen Abate via email at stephen.abate@us.army.mil. The closing time and date for quotes will not be later than 1pm EDT September 2, 2009. Offerors will provide quotes based on the attached Statement of Work. The following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1 Instructions To Offerors Commercial Items; 52.212-2 Evaluation - Commercial Items with Addenda below; Addendum to 52.212-2 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the Government requirement (Salient Characteristics); past performance and price. Technical is of greater importance when compare to past performance and price combined, past performance is of greater importance when compared to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
