Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) FA4877-09-Q-0592 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36, Defense Circular 20090729, and Air Force Acquisition Circular 2009-0803. (iv) This procurement is being issued as 100% Small Business Set-Aside under NAICS code 611519 with a Small Business Size Standard of $7 million dollars. (v) The requested training is being purchased for the 306th RQS on Davis-Monthan AFB. The contractor shall provide the following: The training outlined must be provided the 15th-21st and 24th-29th of September, 2009 within the local area (Tucson AZ). The training shall include the following topics and exercises: Small Arms Proficiency (Refresher, 1 day): This exercise is intended to refresh and/or reinforce the Basic Principles of Firearm Safety while working as a team and in an environment which includes civilians and unknown threats, immediate action drills, basic firearm handling skills, basic marksmanship, weapons presentation, transition drills, primary/secondary hand and one hand firing shall be included). Advanced Marksmanship (2 days M4 and M9): In addition to the reinforcement of techniques covered in the Refresher part of the Course, the drills shall include weapon retention, disarming the enemy, timed live fire exercises, accurate live fire exercises at distances varying from contact distance to 200 meters and above, identifying and engaging multiple threats with live fire, fire and maneuver drills for individuals, fire teams and the whole unit, firing while on the move toward, away from and laterally to the threat, firing from the "down' position, extreme close quarters defensive shooting, 360 degree cover concept, stress reloads, protecting operators weapons while moving near or through the crowded areas. Precision Rifle (3 days): This part of the training will allow the shooter to learn how to calculate the distance, wind speed and the ballistic performance of their issued cartridges to reach to the limits of the capabilities of the M4 carbine allowing the students to learn how to engage targets beyond 300 Meter range and up to over 600 Meters (800 Meters when firing as a team), which will allow the team to effectively interfere in RPG and enemy squad automatic weapons fire. Also, using units EBRs, shooters will engage single and multiple targets at distances up to and beyond 1000 Meters range. Foreign Weapons Training (1 day): This training day will expose the students to the most popular "threat weapons" in the theatre. After classroom part, the students will have several hours of hands on opportunity to identify, load/unload, fire, assemble/disassemble, conduct a safety check or render inoperative the majority of magazine and belt fed enemy weapons. By being able to identify the enemy weapons, the team will be in a better position to correctly assess the threat level of the enemy and the enemy's capabilities to effectively engage friendly forces. Urban Patrolling (1 day): Includes basic patrolling formations, responsibilities of each team member while on patrol, Immediate Action Drills, proper muzzle discipline and importance of safety procedures necessary to avoid "blue on blue" casualties communications and hand signals, perimeter patrol and base security, reacting to ambushes and perimeter breaches, the role of squad automatic weapons in counter ambush, base defense or counter attack, setting up hasty defenses including utilization of designated marksmen. Night Operations with Live Fire Exercise (1 day): Small Arms Proficiency in a "low light" and "no light" environment with special attention paid to student safety and muzzle discipline. Close Quarter Combat (2 days): Two day exercise without and with the Op-Force, including planning, approach, actions before, during and after entry, securing, searching and treatment of prisoners, clearing and securing of buildings and areas, clearing buildings from outside in and from inside out, importance of team work, dangers or individualism. Squad Automatic Weapons (1 day): Refresher for designated gunners and familiarization day for the rest of the team.
