Description
The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, Great Lakes, IL 60088-2801 intends to negotiate a Firm Fixed Price contract and will utilize procedures under FAR Part 13, Simplified Acquisition Procedures. The contractor shall provide four (4) each Petrack System Booster Pump or equal. This procurement is full and open competition. The NAICS code applicable to this procurement is 333911. The size standard is 500 people. The anticipated delivery date is 13 November 2009. FOB point is destination. The proposed requirement will be awarded under a Firm Fixed Price contract, "brand name or equal". If items called for by this Request for Quote (RFQ) have been identified in the solicitation by a "brand name or equal" description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) is (are) clearly identified in the quote and is (are) determined by the requiring activity to meet fully the salient characteristics requirements stated in the RFQ. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in the RFQ. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. When the Request for Quote (RFQ) is issued, it may be downloaded by accessing http://www.neco.navy.mil and http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. By submitting a quote, the offeror will be self certifying that neither the principal corporate officials nor owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov.
