- Description
- This is a combined Synopsis/Solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI9120 a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-35. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 333314, which has a small-business size standard is 500 employees. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure a standalone scanner from Aperio Technologies, Inc. Item/Description/Quantity: 1) Item# XT100-P-H-1, ScanScope XT Standalone Scanner, qty-1, 2) Item# IMPHWXT100-P-H-0, ScanScope XT - Hardware Implementation, qty-1. The use of the same make of scanner is required to provide consistency of results. The scanning device must have line scanning technology, and be fully licensed to NIAID and the vendor must own the intellectual property to offer this technology. The Scan Scope XT must; not utilize Bayer Mask color interpolation. The Scan Scope XT must automatically ‘self-calibrate' for each slide scanned without manual intervention; should be easily operable and enable scanning to be initiated and halted by pushing a single button; capable of creating digital slides with an actual (optical) resolution of.5 microns / pixel (equivalent to 20X objective magnification) and.25 microns / pixel (40X objective); should provide scanning time less than 2 minutes a slide for a 15mm x 15mm area from scan start to digital slide displayed; must be upgradable to oil-immersion capability to support 83X magnification (0.17u/pixel); and must be developed under FDA Quality System Regulations (QSR) and should be FDA-cleared for one or more clinical indications. The following factors shall be used to evaluate offers: 1) price, 2) warranty, 3) technical capability to meet required specifications. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are "Destination" and Net 30. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evaluation Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
