Description
This serves as "Notice of Intent" of the Air Forc's 554th Electronic Systems Group, Wright-Patterson Air Force Base, OH intent to issue a modification to extend the ordering period of the five (5) basic Indefinite Delivery Indefinite Quantity (ID/IQ) contracts under the Enterprise Information Technology Acquisition Program (EITA) on a sole source basis. The entended ordering period is for an additional two years beginning 02 Dec 2009 through 03 Dec 2011. The Air Force plans to extend the ordering period and the period of performance for the EITA contracts under the authority of Title 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B). The contract will also include the extension of services clause for up to six months in accordance with FAR 52.217-08. There would be significant risk to the AF if EITA is not extended to bridge the gap between it and NETCENTS-2. The purpose of the EITA ID/IQ contracts is to employ performance-based vehicles to provide pre-development and new development, technical refresh, legacy maintenance and process improvement support throughout the 554 ELSW. These contracts will be used to support transformation initiatives and accelerate IT acquisitions and investments across the 554 ELSW enterprise through greater use of Commercial Off-the-Shelf (COTS) integration and IT acquisition process streamlining. The justification, in accordance with the Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(iii)(B), authorizes the extension of the contracts for services available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when an award to any other source would result in 1) substantial duplication of cost to the Government that is not expected to be recovered through competition, and 2) unacceptable delays in fulfilling the agency's! requirements. The North American Classification System (NAICS) code is 541511 with a small business size standard of $25,000,000 in average annual receipts. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. However, all proposals or capability statements received from responsible sources within five days of the date this notice is posted will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses received to this notice is solely within the discretion of the Government.
