Q11: Is there a current incumbent contractor? If so, would you please identify who that is? If not, is the current website based an in-house design effort? Response: There is no incumbent for the proposed work. The only design at this point is the functional design shown in the website referred to in the solicitation. Q12: Does the project only involve the Fish Queries aspect of the website or does it also encompass the Habitat, Water Quality, and Photo data holdings? Response: The project involves creating the following query "tabs", Fish, Coral, Coral disease, Algae, Oceanography, Invert. Each tab will have different querying parameters. Q13: How much of the look and feel of the existing site do you wish to retain? Response: The look & feel of the website doesn't need to be retained. The vendor can create a completely different look & feel as long as similar functionality is provided. Q14: Would you want to use the same banner shown on the current site? Response: No, we will use the banner from http://www.pifsc.noaa.gov/ Q15: As part of this development, will you require registration and profile account pages for each user for the login function or do you want to have a single fixed administrator login account and a single fixed user login account where the contractor provides the associated usernames and passwords? Response: The user will not be required to log in. As mentioned in the RFQ "Once the data requester confirms the validity of their email by clicking on a link in the email sent to them, the requester will automatically be emailed a URL unique to them. The unique URL can then be used by the requester to conduct any further queries & download any data without requiring a login." Q16: What type of encryption / security do you want for the login function? Response: The administrator login webpage can be secured using htaccess. Q17: Do you already have Oracle (or other) database tables for storing user information or will part of the development effort involve implementing these tables? Response: There are no database tables available at this time. The development effort will require that these tables be implemented. Q18: The SOW calls for regular, perhaps weekly, in-person meetings. Will you also consider using WebEx or GoToMeeting for some weekly meetings and holding in-person meetings at the key design, development, and deployment stages? Response: The statement of work states: "Regular meetings at the client's site (Honolulu, Hawaii) will be required." Q19: Should proposed costs include maintenance, training, and/or enhancements, or should proposed costs be for development of the tool only? Response: The solicitation describes the scope of the requested work. Interested parties would be advised not to include costs for work that is not within the requested scope of work. Q20: How often we are expected to meet in person in Hawaii? Response: As described in the response to Q2, we anticipate that the initial requirement gathering meeting will last one day. Subsequent meetings are anticipated to occur biweekly, however, the actual number of the status meetings will be dependent on the progress being made and upon the number of items needing discussion. Q21: I assume that most of the work will be done on the vendor site? Response: This is a correct assumption. Q22: How soon you want this project to be completed? Response: The work must be complete by September 30, 2010.
