Description
The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to negotiate a firm fixed price indefinite delivery indefinite quantity contract for vessel pilot services utilizing procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items. Pilot services are required for United States flagged and foreign/allied vessels, both surface and submarine, in the Chesapeake Bay area, its tributaries, and the Potomac River. Specific locations shall be specified in the request for quotation (RFQ). Services shall be required during any 24 hour period, including weekends and holidays. Services are required for movement of vessels in and out of waterways; docking and undocking services are not anticipated. The period of performance consists of a base period of one year with four one-year option periods. The anticipated award date is on or about 15 October 2009. The requirement will be solicited using full and open competitive procedures. The NAICS code applicable to this procurement is 488330. The size standard is $7.0M. The RFQ, any documents related to this procurement, and all amendments issued will be in electronic form. THE RFQ IS NOT YET AVAILABLE. Once available, the RFQ will be posted to this site (Navy Electronic Commerce Online or NECO). The RFQ will be available on or about 02 September 2009. The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your quotation. All responsible sources may submit a quote which shall be considered by the Government. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from the RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
