- The U.S. Army Corps of Engineers intends to award a sole source cost (completion form) type contract to Integran Technologies Incorporated to conduct demonstration/validation studies on nanocrystalline cobalt-phosphorus (designated nCo-P) alloy coatings which are intended to replace hard chrome plating that is widely used in the Department of Defenses repair depots to provide wear resistance to metallic components. The contractor will utilize an in-house electroplating system to deposit the nCo-P coatings using different deposition parameters onto metallic substrates. A design-of-experiment analysis will be carried out to define the parameters envelope for a non-embrittling, low-fatigue coating that will have good wear and corrosion performance. The contractor will deposit coatings onto appropriate test coupons and will perform a variety of characterization studies including measuring the grain size, structure, porosity and hardness of the coatings. The contractor will also deposit coatings onto test coupons and perform adhesion, fatigue, corrosion, wear, hydrogen embrittlement, and environmental embrittlement studies. The contractor will demonstrate deposition of the nCo-P coatings onto external and internal surfaces of simulated aircraft components. The contractor will provide technical assistance to the Navy Fleet Readiness Center - Southeast (FRC-SE) in Jacksonville, FL in establishing a prototype nCo-P system and will assist FRC-SE in depositing nCo-P coatings onto actual aircraft components. As part of this effort, the contractor will develop maskant materials to ensure that the coatings are only deposited onto the appropriate areas of components. As part of the demonstration in FRC-SE, the contractor shall conduct a cost/benefit analysis comparing the deposition of the nCo-P coatings to hard chrome plating for various types of DOD aircraft components. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), Only one responsible source and no other supplies or services will satisfy agency requirements. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a Cost type contract to Integran Technolgies, Inc. for Electodeposition of Nanocrystalline Co-P Coatings as a Hard Chrome Alternative. These services will be provided to the Strategic and Environmental Research and Development Program Office, Arlington, VA.
