- Description: RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The research work focuses on developing new methods for the analysis and reduction of complex multiscale networks under uncertainty, by combining computational singular perturbation with probabilistic uncertainty quantification. This is expected to reduce the size and stiffness of large-scale dynamic systems such as the electric power grid and is essential to predictive simulation of these systems. The action is other than fixed price because work is assigned to the contractor (Sandia Corporation) through the issuance of WAs is pursuant to the terms and conditions of the prime management and operating contract, which was awarded as a cost reimbursement type contract due to technical and cost uncertainties in contract performance. Costs cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and extent of the scientific work is uncertain. Sandia was selected by the Department of Energy to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter and the prime contract statement of work, paragraph 3.5, Computing, Modeling and Simulation that allows for this type of work. The use of a separate fixed price award to Sandia Corporation for the Work Authorization is inappropriate because this is issued under an existing cost reimbursable contract. NOTE: This action is an awarded modification that recognizes Work Authorization no. FB- KJ/AL08/9/ARRA-1 issued under Management and Operating Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
