- Attachment C: Pricing table/CLINS Attachment B: Software Requriements document for security logging and alerting Voluntary Product Asccessibility Template: Section 1194.21 and 1194.22 APPLIES TO THIS RFP. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number ED-FSA-09-R-0062 is issued as a request for proposal (RFP). The proposed acquisition is total set-a-side for small business. The North American Industry Classification System Code (NAICS) is 443120 -- Computer and Software Stores; and Small Business Standard is $9 million. Federal Student Aid (FSA) has a requirement for a commercial-off-the-shelf (COTS) software product and training for a security logging/alerting product (solution) that is appliance based and that may be fully implemented within a 2 to 5 day time frame. The COTS shall have the ability for a personal dashboard that allows users to visualize security, audits, and operational events and alarm listings. The solution shall be compliant with Section 508; see Attachment A, Voluntary Product Accessibility Template (VPAT) and shall meet the functional requirements as delineated in Attachment B. Training shall directly support the solution's implementation and fully support the administrators and end-users needs. Training shall occur at the Plano Technical Center in Plano, Texas. The period of performance is to be from 25 September 2009 through 24 September 2010, with two options of 12 months each for software maintenance. The Federal Information Security Management Act (FISMA) requires that all federal agencies document and implement controls for information technology systems that support their operations and assets. Each agency is responsible for implementing the minimum security requirements as outlined by the national Institute of Standards and Technology (NIST). The COTS product will support the collection, management, and analysis of log data which are integral to meeting many FISMA requirements. During the evaluation, a demo copy of the software may be requested and shall be provided at no cost to the Government and within 48 hours, for purposes of independent Government testing for Section 508 compliance by the Department of Education's Assistive Technology Office. If independent Government testing for Section 508 compliance is conducted after award, per Clause ED 316-1 Accessibility of Software, paragraph (e) the Government may unilaterally terminate this contract for convenience at no cost to the Government. In addition, Product offered shall be reviewed for approval to use by the Department of Education's Enterprise Architecture Office to ensure compliance with Federal enterprise architecture mandated by the Office of Management and Budget (OMB); reference http://www.whitehouse.gov/omb/e-gov/fea/. In addition, product will be evaluated for compliance with the Federal Desktop Core Configuration (FDCC); http://nvd.nist.gov/fdcc/fdcc_faq.cfm. Product shall be in operable in a Vista operating system type environment. If product is not approved by the EARB then Government may unilaterally terminate this contract for convenience at no cost to the Government. FSA anticipates awarding of a Firm Fixed Price contract and an estimated dollar amount for Other Direct Costs to cover Travel expenses for on-site training at Plano, TX. Award is based on best value and it will be to the company that provides the greatest overall benefit. FSA will assess the Offeror's proposed COTS product's functionality, compliance with Section 508, and price of all CLINS (including optional CLINS and Other Direct Costs). FSA intends to award one contract as a result of this solicitation; however, FSA reserves the right to award no contract at all, depending on the quality of offers submitted. Offeror shall provide: 1) completed Attachment A, VPAT; 2) completed Functionality document, Attachment B; 3) completed Pricing Table, Attachment C; 4) specification sheet for product offered; and 5) warranty information. Offerors who have not registered with Online Representations and Certification Application (ORCA) at https://orca.bpn.gov/ are highly encouraged to do so; otherwise complete Representation and Certifications, Clause 52.212-3, Offeror Representations and Certifications (see www.arnet.gov for clause).
